Meanwhile, the socially disadvantaged and minority issues in Korea is dealt mainly disabled and women. With the advent of a multicultural society, human rights issues of the marriage migrants, migrant workers and refugees, such as foreign migrants has emerged. In addition, sex workers, sexual minorities, prisoners, temporary workers, refugees also came to be treated as thesocially disadvantaged and minority issues. Society, including the minorities, is being recognized, but the socially disadvantaged andminority issues still exists the gap between system and the reality. To solve this problem, thesocial atmosphere that the majority recognized and embraced the minority is formed. Under thebasis that the human beings are all equal and having dignity, difference should not to bediscriminated against. With equality rather than discrimination of human beings, human rightseducation for the disabled and immigrants should be done and disgust for homosexuals andnon-exclusive vision of human rights education is needed. The human rights system is builtaround a number of characters to be able to be overlooked for the socially disadvantaged andminorities, human rights education should be made, and the dignity of all human beings is to beequally protected.

그동안 한국사회에서 사회적 약자 및 소수자 문제는 장애인, 여성을 중심으로 다루어왔다. 다문화사회가 도래되면서 결혼이주자, 이주 노동자, 탈북자 등 외국인 이주자에 대한 인권문제가 대두되었다. 이와 더불어 성매매여성, 성소수자, 수형자, 비정규직 근로자, 탈북자 문제에 이르기까지 다양한 영역에서 사회적 약자와 소수자 문제가 인권의 문제로 다루어지게 되었다. 사회는 소수자를 포함하여 행위자의 다양성을 인정하는 사회로 전환되고 있지만 사회적 약자 및 소수자 문제에 관해서는 여전히 제도와 현실간의 괴리가 존재한다. 이를 해결하기 위해서는 사회적 다수가 소수를 인정하고 용인하는 분위기가 형성되도록 하며, 인간은 모두 동등하며 존엄성을 지닌 존재라는 것을 바탕으로 차이가 차별이 되지 않도록 하는 것이 중요하다. 장애인이나 이주자에 대해 동정심과 차별적 시각이 아닌 동등한 인간으로 바라보는 시각교육이 필요하며, 동성애자들에 대해 혐오와 배타적 시각이 아닌 인권적 시각에서의 문제해결이 필요하다. 일반인의 시각만으로 이들에 대한 인권침해가 일어나지 않도록 인권교육을 실시하는 것이 중요하다. 다수자를 중심으로 구축된 인권체계에서간과할 수 있는 사회적 약자 및 소수자에 대한 인권교육이 이루어져야 하며, 모두가 존엄한 존재로서 동등한 인권이 보호되도록 하여야 할 것이다.
