This study was performed for the empirical investigation into what the factors affecting the crimes and the number of crimes of the persons with disabilities, and on the basis of the investigated facts, this study suggested social welfare policies and services to enhance the rehabilitation and welfare of the criminals with disabilities. The main statistical results of the analysis were as follows. The factors affecting the crimes of the people with disabilities were depressed mood, life satisfaction, male sex, lower age, having a religion, moderate degree of disability, higher experiences of the service for the people with disabilities, and it was reported that such factors increased the potential of the crimes of the people with disabilities. However the factors like psychological characteristics, family related characteristics, socioeconomic characteristics did not have any influences to the number of crimes of the people with disabilities when the sociodemographic variables were controled. The implications of the results of this study in social welfare policies and services to support the criminals with disabilities are as follows: the contents of supporting program for the criminals with disabilities are proposed as psychological support services, social function enhancing services, support services to impaired family relationships, religious correctional welfare program, and dedicated accommodation according to the disability type.

본 연구는 장애인의 범죄 여부 및 범죄 횟수에 영향을 미치는 요인들은 무엇인지 실증적으로 규명함으로써, 범죄장애인의 재활 및 복지 향상, 장애인 범죄의 사전 예방 등을 위한 사회복지 정책 및 서비스의 개발에 근거가 될 수 있는 기초적 자료를 제시하기 위한 목적으로 수행되었다. 본 연구에서는 장애인의 범죄에 영향을 미치는 요인으로 심리적 요인, 가족관계적 요인, 사회경제적 요인 등을 투입하여, 장애인의 범죄 여부에 영향을 미치는 요인을 규명한 결과, 먼저 심리적 특성 중에는 우울감과 생활만족도가 증가할수록 범죄의 가능성이 증가하였고, 범죄여부에 영향을 미치는 요인 중, 통제변수로 투입된 인구사회학적 변수와 장애관련 특성에서는 남자일수록, 연령이 낮을수록, 종교가 있을수록, 장애정도가 경증일수록, 장애인복지서비스 경험횟수가 많을수록, 장애인복지서비스 만족도가 낮을수록 범죄의 가능성이 많은 것으로 보고되었다. 범죄장애인의 범죄횟수에 영향을 미치는 요인들로는 심리적 특성, 가족관계 특성, 사회경제적 특성 변수들이 인구사회학적 변수와 장애관련 특성 변수가 통제되었을 때, 범죄횟수에 영향을 미치지 않는 것으로 조사되었다. 본 연구의 결과를 고려한다면, 범죄장애인은 심리적 기능이나 가족관계 특성이 비장애인에 비해 열악한 가운데 있는 이중적인 특성을 가지고 있는 집단이기 때문에, 이들을 지원하기 위한 정책 및 서비스는 매우 전략적으로 설계가 되어야 하며, 범죄장애인 복지 향상을 위해 마련되어야 하는 중요한 서비스의 내용으로는 심리적 지원 서비스, 범죄장애인의 사회적 기능 향상을 위한 서비스, 범죄장애인 가족 관계 지원 서비스, 종교교정복지 프로그램, 장애유형별 수용 전담소를 확대 등을 제언할 수 있다.
