Recently perception and discussion on 'security' and 'risk' has increased. This study assumes that this trend reflects fundamental change of Korean society to the risk society which is characterized by risks and dealing with hazards rather than transient phenomenon in which many member of the society response in same way. The social change and systemic dealing with risk and insecurities seems to have considerable influence in policing and criminal justice as well. Risk society will require policing agency to adopt a shift of viewpoint on various issues such as unique features of police organization, characteristics of police job, relationship with community. In Korea, recent movement such as Government 3.0 Project, Urban Traffic Information System, Geographic Profiling System can be seen as examples of Knowledge-based and communicative policing in the context of the risk society. Therefore, based on understanding on the risk society and its implication, we presented suggestions for improvement which include conversion of conceptualization, preparation for legal authority, establishment of specialized experts and institutions, prevention of information abuse.

최근 ‘안전’과 ‘위험’에 대한 인식과 논의가 증가하고 있다. 이 연구는 이러한 경향이 단순 하게 한국 사회구성원들이 공감하는 일시적인 현상이 아니라 오늘날 탈근대사회로서 위험 사회가 보이는 특성을 반영하고 있다고 파악한다. 위험사회에서는 위험담론이 사회의 중 심이 되며, 객관적 위험분석과 사회적 위험인식간의 경계가 불분명해진다. 이러한 측면에 서 위험에 대한 소통과 성찰이 중요시되고 있다. 이러한 변화는 경찰활동의 영역에서도 적지 않은 변화를 가져올 것으로 보인다. 위험사회 는 경찰조직의 성격, 직무특성 및 지역사회와의 관계 등 다양한 영역에서 경찰활동에 대한 새로운 시각의 전환을 필요로 할 것이다. 최근 한국에서 추진되고 있는 정부 3.0 프로젝트나 경찰 내에서 성공적 사업으로 평가되는 도시교통정보시스템(UTIS), 지리적 프로파일링 시스템(GeoPros) 등 지식기반의 소통적 경찰활동은 위험사회의 맥락에서 경찰활동의 근본적 변화를 시사한다. 따라서 앞으로 경 찰의 영역에서 중요시되는 위험소통 경찰활동에 있어 인식의 전환, 법적 근거 마련, 전문 인력과 제도 정비, 안전장치 마련 등 향후 발전을 위한 경찰의 준비와 대응이 필요할 것으 로 보인다.
