This study aims at enhancing police policy decision-making systems. Prior to the further research, it suggested three essential factors in order to compare and analyze several development models of decision-making systems. They includes political neutralism, democratic value, and effectiveness in providing police service. Then, the authors explains the weaknesses and limitations of current police decision-making systems. Most importantly, the police chief does not participate in state council even if he is in charge of police service and police policy and the law is directly related to the police service. In order to provide factual cases, the case of disagreement between police and prosecution on government mediation on criminal law reform is illustrated. This study suggests three alternatives which include (1) establishing a new ministry (tentatively named Ministry of Citizen Security and Safety) which is responsible for devising long-term plans to provide safety and security services, (2) transferring national police agency to the Prime Minister’s Office, with an elevated status, (3) establishing a new ministry (tentatively named Ministry of Police Service) which is fully responsible for police service, with an elevated status. These three alternatives are compared based on four criteria, which include (1) democratic value, (2) political neutralism, (3) effectiveness, and (4) political feasibility.

이 연구는 현행 치안정책 의사결정 과정을 살펴보고 경찰의 위상 강화 차원에서 이를 개선하기 위한 방안을 제시하는 것을 목적으로 한다. 우선, 어떠한 방향으로 치안정책 의사결정시스템이 설계되어야 하는가의 문제에 대해 치안행정의 이념적 요소라고 할 수 있는 민주성, 정치적 중립성, 치안서비스 제공의 효율성 등을 전제로 하였다. 이를 기초로 지난 2011년 검경수사권조정 과정에서 보여준 사례를 분석하여 현행 치안정책결정시스템이 가지고 있는 약점과 한계를 도출한다. 이렇게 도출된 치안정책 결정 과정상의 문제점들에 대해 직접 치안정책결정 과정에 참여하고 있는 전문가들은 어떻게 생각하고 있는지에 대하여 심층 인터뷰를 실시하였다. 이를 통해 현행 치안정책 의사결정과정에서 경찰청의 입장이 충분히 반영되지 못한다는 점을 도출하였으며, 합리적 개선방안으로서 경찰청 소속을 개편하고 경찰청장의 직급을 격상하는 방안을 제시하였다.
