This study has a goal that we should grasp the actual conditions of school violence caused by cyber bullying through case study and intend to suggest effective responding schemes after investigating the seriousness of harm and causes of cyber bullying. the 1st: There should be continuous education to strengthen informed ethic education and public relations within a discriminated program which are for not only students but also parents. the 2nd: There should be recognition that school violence caused by group harrassment ad ostracism is no less serious than off-line space, so we should prevent cyber bullying besides the following harm by it. Specially, an exclusive hot-line or mobile counselling service which is only for victims should be installed to prevent secondary harm and we should install the exclusive squad which deals with only school violence caused by cyber bullying. the 3rd: Despite acknowledgement of the seriousness of cyber bullying we face the reality that there is no effective schemes because we have no concerning bills which deal with the scope of cyber bullying and legal regulations toward it, so we should establish a law that enhances enforcement and penalty .... the 4th: Considering anonymity and spreading speed and swift changes of cyber bullying, we should realize the point that if we see the problem from one aspect in school and home, we will find there will be limits of making preventative measures toward cyber victims. The best effective step about is that government, school, home, society should have deep interests about cyber bullying and establish social guard network to prevent school violence by making organic cooperation.

사이버 불링을 통한 학교폭력의 몇몇 사례를 분석한 결과 사이버 불링을 통한 학교폭력의 피해를 최소화하고 피해자의 2차 피해를 예방하기 위해 다음과 같은 방안을 제시하였다. 첫째, 학생들만을 대상으로 하는 교육만이 아니라 학생과 학부모 모두를 대상으로 하여 차별화된 프로그램 안에서 체계적으로 사이버 불링에 대한 지속적인 정보윤리강화 교육과 홍보활동이 이루어져야 한다. 둘째, 사이버 불링의 집단 괴롭힘과 따돌림을 통한 학교폭력이 오프라인공간에서의 학교폭력 못지않게 매우 심각한 범죄라는 점을 인지시켜 사이버 불링을 예방하고, 나아가 사이버 불링에 의한 2차 피해를 방지해야 한다. 특히, 오프라인상에서 피해자의 2차 피해를 막기 위해 피해자 구제 전용 핫라인이나 24시간 모바일 상담서비스를 개설하고, 사이버 불링을 통한 학교폭력만을 다룰 수 있는 전담부서를 신설하여 사이버 불링을 통한 학교폭력의 2차 피해를 예방해야 할 것이다. 셋째, 사이버 불링의 심각성을 인식하고도 아직까지 우리나라는 사이버 불링의 범위 및 이에 대한 처벌법규 등에 대한 명확한 관련법안이 제정되어 있지 않기 때문에 이에 대한 처벌이나 재발방지를 막기 위한 효과적인 대응책이 없는 현실이다. 이에 사이버 불링을 통한 학교폭력에 대하여 수사기관의 단속과 처벌기능을 강화 할 수 있는 법안을 마련해야 한다. 넷째. 사이버 불링이 익명성과 확산속도 및 변화가 빠르다는 특성을 갖는 점을 감안할 때 학교나 가정 등 어느 한 쪽의 문제로만 보고 그에 따른 예방책이나 대응책을 마련하는 것은 한계가 있다. 이에 대한 가장 효과적인 방안은 국가ㆍ학교ㆍ가정ㆍ사회 등 모두가 사이버 불링에 대한 깊은 관심을 갖고 유기적인 협력체제 하에서 사이버 불링에 의한 학교폭력을 예방하기 위한 사회안전망을 구축하는 것이다.
