The purpose of this study is to search for new strategies to enhance “Information Village” as Information Village program faces a turn-around with a new directing agency in 2012. Examining three information villages in Gyeongbuk to do site-visit and interview key operators, this paper draws out some strategic recommendations from looking at successes and challenges they had. We found out that Information Village program had a significant success with reducing digital divide, raising earnings of village residents, but also had challenges and problems. It is also found out that some residents in some villages have negative perspective on this program. In reality, out of the cases we looked into, there was not high use of computer/Internet, and there was not systematic coordination of various similar aid programs or effective PR in place. Thus, we suggest a few recommendations. First, to create synergies by coordinating similar aid programs, second, to connect urban to rural returners to local residents to improve operations of information village, third, to utilize SNS for PR, and forth, to provide themed & customized programs. For further studies, there is a need to measure the regional economic impact of this program, to offer a model to link ODA programs and export to other countries as a new Saemaul Undong.

본 연구는 운영주체의 변화, 사업 시스템 개편 등 정보화마을사업 정책의 전환기를 맞이하여 정보화마을의 재도약을 위한 종합적 전략을 모색하는 데 그 목적이 있다. 연구방법은 경북지역 3개의 마을을 선정하여 방문과 전화인터뷰를 통해 정보화마을 사업에 대한 성과와 문제점 등을 파악하고, 이를 토대로 전략방안을 제시하는 것이다. 연구결과, 정보화마을사업이 PC보급률과 사용률, 농가 소득 증대, 정보격차 해소 등 많은 성과를 도출해 낸 것은 사실이지만 실제적으로는 문제점들이 많이 존재하였다. 마을주민들도 이 사업에 대해 생각보다 부정적인 평가를 하는 경우가 많았다. 실제로 PC 활용도도 그리 높지 않으며, 지원이 잘 안 되고 있는 경우가 많으며, 중복지원으로 인한 기대효과가 미비했으며 홍보효과가 생각보다 크지 않았다. 이러한 분석결과를 토대로 정보화마을의 재도약을 위한 전략방안으로써 첫째, 중복지원의 시너지효과 극대화 방안 둘째, 귀농인과 연계한 마을운영 셋째, SNS를 활용한 전략마련 넷째, 테마별·고객별 맞춤코스 마련 등의 네 가지를 제시하였다. 추후 연구과제로지역경제에의 파급효과 측정 및 새로운 성과측정 방향 모색, ODA사업, 새마을 운동 수출과 연계해서 해외수출모델 정립 등의 과제도 언급하였다
