Sexual violence is an extremely serious crime, one that is enough to change the direction of one’s life and the police are no more than the helping hand of a reliever from the standpoint of a victim. Nearly almost all of the crimes start and end with a 112 report and thus the role of 112 is significant throughout society in general. The purpose of this research is to analyze violent crimes, specifically sexual violence, and to examine the importance of 112 reports and instruction. The initial investigation and dealings are important in all crimes. However, sexual violence can develop into robbery and murder. That is why the police secure much more information, concentrate their efforts on the criminal's arrest and the rescue of victims through effective instruction and holding themselves in readiness for action at a moment's notice. However, the 112 report reception desk of local police station cannot afford to concentrate on their efforts on the criminal arrest due to continuous civil petitions, standby calls, lack of equipment, and a stressful office environment. There are more problems in the initial handling of a crime of violence due to instructions, frequent personnel management, immature circumstantial judgement, and inactive dealing in field service, lack of responsibility, victim‘s rescue and criminal arrest. In this paper I investigated the theoretical examination of sexual violence and tried to find a solution as well as substantial improvements to problems with 112 report reception and instructions through fact-finding surveys.

성폭력 범죄는 한 사람 인생의 방향을 송두리 채 바꿀 수 있을 만큼 매우 큰 심리적 충격을 안기는 범죄 중 하나이며, 범죄를 당한 피해자의 입장에서 경찰 은 마치 구원자의 손길이나 다름없다. 현대 사회에서 거의 대부분 범죄의 시작 과 끝은 112신고에 의해 좌우된다고 해도 무리가 아니고, 이런 의미에서 볼 때 이미 사회 일상 전반에 있어「112」의 역할은 매우 크다고 볼 수 있다. 본 연구의 목적은 강력범죄 중 하나인 성폭력 범죄의 분석을 통해 112신고 접수 및 지령의 중요성을 고찰하는데 있다. 모든 범죄의 초동 접수와 대응이 중요하다고 하겠으나 , 특히 성폭력 범죄의 경우는 강도․살인 등 더 큰 범죄로 확산 되는 특성을 갖고 있어 그 어떤 범죄보다도 112신고 접수 시 짧은 시간에 더욱 많은 정보를 획득하고 초기에 상황에 따른 출동 요소를 충분히 파악하고 효과적 으로 지령을 하여 피해자 구조와 범인 검거에 주력해야 한다. 그러나 112신고 접수를 주로 하는 지방청 접수대는 계속되는 비범죄성 민원 과 대기전화로 인한 여유 부족, 제대로 된 장비 부족과 소음 제거가 되지 않는 사무실 환경 속에서 스트레스가 쌓여가고 있어 제대로 된 사건 접수가 잘 이뤄 지지 않는 원인이 되고 있다. 경찰서에서의 지령 또한 잦은 인사로 인한 범죄별 지령방법 및 상황판단 미숙, 현장근무자의 무전에 의존한 소극적 대응과 피해자 구조 및 범인검거 등의 책임감 부족으로 성폭력 범죄 등 강력범죄에 대한 초동 대처가 문제되고 있는 실정이다. 본고에서는 경찰의 효과적이고 전문적인 범죄 초등 대응 강화를 위해 성폭력 범죄의 이론적 고찰과 동시에 실태 분석을 통해 112신고 접수 및 지령의 문제 점을 파악하고 개선방안을 모색하고자 한다.
