These days, as claims that Tourism police system should be introduced in Korea are constantly being raised, this study was carried out to see the introduction of such claims and analyze the status and conditions of the debate. As it is well known, tourist police system is actively being implemented in more than 10 countries around the world including Thailand, India, Nepal, Philippines, Greece, and Spain. Especially, a tourist police comprehensive model shows the following three types in 10 foreign countries. The first type is immediately settling Tourism police as in the case of Thailand. But it's not a simple matter as there exists a huge challenge that a new budget and substantial police force should be newly selected. The second type is that National Police Agency makes tourism police office or teams to each police station in order for tourism police works. This case also needs too much budget and increase of police force. The third type is considered as from 50 to 60 people are named to be so-called among the administrative staff of the Ministry of Culture, Sports and Tourism being directed by prosecutors, providing services to tourists, and punishing the offenders directly. In this paper, the reasonable introduction of tourism police system is suggested as follows. First, it contributes to attract tourists for the activation of regional economy. Second, it contributes to the settlement of tourism police suitable for the characteristics of tourist spot and the lack of police service of national police. Third, it contributes to the satisfaction of foreign tourists greatly. Fourth, it contributes to the national police, municipal police, or the local police.

최근 우리나라에서 관광경찰제를 도입해야 한다는 주장들이 꾸준히 제기되고 있는데, 이에 대한 도입 주장과 논쟁의 현황 및 실태를 분석해 보기 위해 본 연 구가 시도되었다. 익히 알려진 것처럼 태국, 인도, 네팔, 필리핀, 그리스, 스페인 등 전세계 10여개 국가들에서 관광경찰제가 활발히 시행되고 있다. 특히 외국의 10개 국가에서 시행하는 관광경찰의 모형을 종합해보면 다음과 같이 3가지 형 태를 보여준다. 첫째,태국의 경우처럼 곧바로 관광경찰청을 설치하는 경우이다.그러나 이는 간단하지 않은데 예산과 상당한 경찰인력을 새로 선발해야 하는 엄청난 과제를 지니고 있기 때문이다. 둘째는 국가경찰청에서 각 경찰서에 관광경찰과나 팀을 만들어 관광경찰 업무를 수행하도록 해 주는 방식이다. 이 경우도 역시 많은 예 산과 경찰인력의 증원이 요구되는 모델에 해당한다. 셋째는 문화체육관광부의 행정직원 중에서 50-60여명을 대상으로 이른바 <특별사법경찰>을 지명해 검찰 로부터 직접 지휘를 받으며 관광객에게 서비스를 제공하고 범죄자는 직접 처벌 하는 방식으로 운영해 나가는 것을 고려해 볼 수 있다. 본 논문에서는 관광경찰제 도입을 통해 첫째, 지방자치단체의 경제활성화를 위한 관광객 유치확대에 기여, 둘째, 관광지의 특성에 알맞은 관광경찰의 설치 와 국가경찰의 치안서비스의 미비, 셋째, 외국인 관광객의 만족도에 크게 기여, 넷째, 국가경찰이든 지방경찰 및 자치경찰에 관광경찰의 기여 등의 기대효과가 기대될 수 있다는 도입상의 준거를 제시하였다.
