The duty of police is to protect the lives and properties of the citizens, thus it is truly the mission of the police to prevent crimes harmful to people's lives. The purpose of this study is to find out about public-safety police who is primarily in charge of activities for crime prevention among each function of police, aimed to identify the limitations and issues such as activities for crime prevention currently faced by the police in Korea and to establish more effective precautions of crimes. In case of the public-safety police (e.g. local police) who primarily engaged in activities for crime prevention, he or she does the role of peripheral nerves at the point of contact with people. Especially when crime occurs, the influence of his or her role is crucial by taking the initial measures and arresting criminals at the crime scene. Nevertheless, however, the reality is that people do not realize the importance exactly so they are sometimes alienated from incentives such as various promotions and benefits. This paper looks for the crime prevention which is the basic and essential role of the police, and study theoretically on the public-safety police, at the same time, the kinds of work performed by police in suggestion of ways to empowerment by checking problems faced by the public-safety police.

경찰의 임무는 국민의 생명과 재산을 보호하는 것으로 결국 국민의 삶에 해를 끼치는 범죄를 예방하는 것이야말로 국민을 위한 진정한 경찰의 사명이라고 할 수 있을 것이다. 본 연구는 경찰의 각 기능 중 범죄예방활동 업무를 주로 하는 생활안전경찰에 대해 알아보고, 현재 우리나라 경찰이 안고 있는 범죄예방활동 의 한계와 문제점 등을 파악하여 보다 효과적인 범죄예방책을 마련하는데 목적 을 두고 시작되었다. 범죄예방활동을 주로 하는 생활안전경찰(지역경찰)의 경우 국민과의 접점에 서 정부의 말초신경 역할을 하고 있으며, 특히 범죄가 발생할 경우 그 범죄현장 을 초동조치와 범인검거 등 그 역할과 영향이 매우 큼에도 불구하고 아직까지 그 중요성을 정확히 인식하지 못하고 있어 각종 승진 및 수당 등 인센티브에서 도 상당부분 제외되고 있는 것이 현실이다. 본고에서는 경찰의 기본적이고 본질적 업무인 범죄예방, 즉 생활안전경찰의 이론적 고찰과 동시에 업무수행의 종류 등에 대해 살펴보고, 생활안전경찰이 안 고 있는 문제점 점검 및 역량 강화를 위한 개선방안을 제시하였다.
