Today, a function of police is to give protection to the life, property and body of people. The Po-Do-Cheong known as the professional police bureau of the Chosun era took a charge of the maintenance of public order. Besides basic duty to keep the peace, activity and function of the Po-Do-Cheong had been increased being closely related to political and social structure. We examine through literature review roles of the Po-Do-Cheong enabling centralized class to strengthen royal authority during the change of society. From a structural point of view, the Po-Do-Cheong also called as Po-Cheong is divided into the Cha-Po-Do-Cheong and the Woo-Po-Do-Chong at King Sung-Jong of Chosun Dynasty. The Cha-Po-Do-Cheong has jurisdiction over Dongbu, Nambu and Choongbu in Hanseongbu and Gyenggi-chado and the Woo-Po-Do-Cheong does Seobu and Bukbu in Hanseongbu and Gyenggi-woodo. Both Po-Do-Cheong mobilized 8 soldiers and 64 military forces to patrol eight splitted districts named Pae. Leader of the Po-Do-Cheong is a military officer has responsibility for maintenance peace of capital, specially guard for loyal family. Because the Po-Do-Cheong of Chosun dynasty was a centralized authority, provincial office should cooperate and support to any requirements of Four-Cheong such as task to arrest offender. This research has great significance to search organizations of the Four-Do- Cheong at the time of foundation and to find phase of the Four-Do-Cheong as authority providing service to the public with Hanseong as the center.

조선시대의 포도청의 특징적인 기능은 다른 행정작용 또는 군사작용이 未分 化되어 있었다는 사실이다. 고려와 조선에 들어와 어느 정도 전문적인 경찰기 관이 등장하기는 하였으나 대체로 경찰은 다른 행정기능과 분리되어 있지 아니 하고 행정기관과 통합적으로 경찰기능을 수행하였다는 사실을 알 수 있다. 조선왕조실록에서 포도청이라 명칭을 처음 보이기 시작하는 때는 중종실록 39년 정월 경신조인 것이다. 뒤이어 명종실록 7년 정월 경무조, 명종실록 15년 8월 계축조에 포도청의 정식 명칭이 보이기 시작하고 있으며,임거정의 의적이 도성 내 외를 횡행하던 때를 계기로 포도청을 다시 확립된 것이다. 조선시대 포 도청은 이러한 기능을 유지하면서 조선사회의 기강을 바로잡고 나라의 치안 질 서에 기여하며 조선을 이끌어온 정부 기구로 1894년 갑오개혁까지 그 명맥을 유지할 수 있었던 것이었다.
