In this study, the indirect intervention and support parents through policy-based system, the environment investigated the most central of the parents and children of North Korean defectors to increase as the a dignified community members of South Korean society to be well positioned to this study. June 8, 2012, to June 18, North Korean defectors in their children's education requirements, and looked at the law and target group interviews. Configured to be as heterogeneous as possible North Korean defectors in elementary, middle and high school children, parents of 15 people and economic level, residence, gender, occupation, settlement period, it was a group interview in 1 hour and 30 minutes for about 3 hours. One based on the contents of these studies community settlements, through the systematization of education strategy, differentiation of educational content, and content organization strategy, as becoming the target of a comprehensive strategy of shaping and building the infrastructure accordingly details initiatives presented from one step.

본 연구는 증가하는 북한이탈주민의 부모와 자녀가 남한 사회의 당당한 사회구성원으로서 잘 자리 매김 할 수 있도록 가장 중심적인 환경체계 즉 부모를 통한 간접적 개입 및 지원에 관한 지도방안을 알아본 연구이다. 이를 위해 북한이탈 아동․청소년의 특성, 북한이탈학부모가 겪는 자녀교육의 어려움, 하나원에서의 북한이탈주민 부모 자녀교육에 관한 정책적 현황, 하나원 퇴소 이후의 북한이탈주민 부 모 자녀교육에 관한 정책적 현황 등에 대해 문헌연구를 실시하였다. 또한 2012년 6월 8일부터 6월 18 일까지 북한이탈주민의 자녀교육 요구사항 등을 표적집단면접법 등으로 살펴보았다. 북한이탈주민 초, 중,고등학생 자녀를 둔 학부모 15명을 경제적 수준, 거주지, 성별, 직업, 정착기간 등을 최대한 이질화 되도록 구성하여 1시간 30분에서 3시간 정도 집단면접 하였다. 이러한 연구내용에 기반하여 하나원 단계에서부터 지역사회 정착지 단계까지의 교육의 체계화 전략, 교육내용의 차별화 및 콘텐츠 구성 전 략, 대상의 포괄화로서 이에 따른 인프라 형성 및 구축 전략에 따른 세부 추진 과제를 제시하였다. 본 연구는 다문화 사회로 나아가는 최근의 국가적 변화 흐름과 통일을 대비한 상황에서 소수자 집단에 대한 개입 및 전략을 구체적으로 제시함으로써 정부차원의 발전방향과 사회통합 방안을 모색한 측면 에서 연구의 의의를 지닐 것이다.
