ECA(Export Credit Agency) is a kind of the official body to complement the market failure, which the commercial banks avoid the risk from political affairs and more. It plays a role of importance in international commerce and investment flow. The first ECA, the Export Credits Guarantee Department(ECGD) of the United kingdom, was established in 1919. It’s original purpose was to encourage and support exports that would not otherwise have taken. Similar motivations led to the establishment of ECAs, most of those in operation today. The credit support of the ECA has been competed against other countries in procedures, and has been reached to the compromise through the OECD’s arrangement on guidelines for officially supported export credit and the WTO’s subsidy code K-2, et cetera. ECA comes in all shapes and sizes, and there in no such thing as a typical ECA model. It has operated as government entity or on the account of it’s government, and has been changing. This study focuses and analyzes the changes of those major countries' ECAs, which are the U.S.A.(U.S. Ex-Im Bank), Japan(JBIC), and Canada(EDC).

ECA(Export Credit Agency: 수출신용기관)는 수출신용공여에 따르는 상업적 위험과 정치적 위험에 대한 상업금융기관의 위험기피 경향으로 발생하는 시장실패를 보완하기 위해서 각국정부가 운영하고 있는 일종의 공적인 기관이다. 이 수출신용기관이 활성화 되면서 수출신용지원은 국가 간 경쟁이 심화되었고 이에 따라 혼란기를 맞게 되는데, 신용지원의 질서를 재확립하기 위해서 OECD에서 가이드라인협정을 체결하게 되었다. 그러나 이 협약은 WTO 출범으로 보조금적 요소에 대한 논쟁을 다시 거치게 되었고, 도쿄라운드 보조금협정(subsidy code)상의 예시 목록 중에서 K-2항을 통해서 금지보조금 예외로 인정받게 되었다. 금지보조금 예외 인정으로 세계 수출신용시장은 더욱 확대되어 가고 있으며, 생산의 국제화, 통상과 해외직접투자의 장벽완화 및 산업간, 금융간 연계강화 등의 요인으로 다원적으로 변화해 나가고 있다. 이러한 수출신용시장의 복합적인 환경변화에 따라 각국의 ECA는 다각도로 신용지원업무를 개발하고 특화 및 확대해 나가고 있다. 따라서 다양한 수요 증가에 따른 역할 증대 요구에 대응하여 적극적인 자세로 빠르게 변화해 나가는 주요국 ECA의 최근의 변화 추이를 살펴보는 것은 의미 있는 일이 될 것이다.
