The objective of this article is to account for the human resource development policy of secondary agricultural vocational education in terms of path dependency. Path dependency means that once an institution is taken as a particular path, it tends to be self-reinforcing despites some drawbacks whthin it. From this perspective, human resource development policy in agricultural vocational high schools is defined as a path dependent process. This article explains their realities in which they should be confronted for agricultural vocational high schools whom they tried hardly to diversify policy alternatives except existing one, nurturing agri-centered jobs. This article investigate briefly to review the history of agricultural vocational high school during last decades. And this article argues the details of path dependency in terms of objects, curriculum, teacher, facilities and leaner in agricultural vocational high-schools. Even though policy makers in charge of agricultural vocational high school tried to develop a alternative route such as agri-related jobs, other policy makers in the ministry of agri-business prevent them to take those efforts because of their political stance on agri-production industry. This make those who in the agricultural vocational high schools to reinforce their efforts mainly to nurture jobs in agri-production, not in agri-related.

본 연구는 정부의 중등단계 농산업 인력 양성 정책을 경로의존성 이론에 기반을 두 어 설명하고자 하였다. 경로의존성은 특정 제도가 일단 채택이 되면 제도상에 어떤 단 점이나 비효율성이 있다하더라도 자기강화를 지속하는 속성을 지닌다는 이론으로 지 난 수십 년간의 농업계 특성화고에 대한 개혁 논의에도 불구하고 현재 타 계열 고등 학교에 비해 낮은 취업률, 농업계 특성화고 양적 규모 축소 등 어려움에 처했다. 경로 의존성 이론을 적용하여 농업계 특성화고의 전개과정을 설명하기 위하여, 과거 일제 강점기부터 현재까지의 농업계 고등학교 전개과정을 간략하게 검토하고, 교육목표, 교 과과정의 체계와 운영, 교사 양성 및 활용, 시설 및 기자재, 학습자 측면에서 경로의존 적 경향을 분석하였다. 분석 결과 얻게 된 결론은 교육부, 농림축산식품부 등 정부 부 처가 농업계 특성화고의 농업생산직 외에 농업관련직을 양성하여 다변화를 모색의 필 요성에도 불구하고 실제적 중등단계 농산업 인력 양성을 위한 정책의 방향은 수혜집 단의 저항, 변화비용과 유지비용의 비교, 복잡한 현실과 인식의 제약, 제도적 고착성, 제도의 상호의존서 등 경로강화기제로 작용하여, 농업계 특성화고로 하여금 농업생산 직 위주의 직업교육을 지속케 하는 요인으로 작용하게 했다는 점이다.
