Globalization and welfare policy is reduced, the need for social enterprise has spread in the world and studies have frequently appeared to try generalization of the concept of social enterprise. In this study, we agree that these theoretical work is very necessary. However, it is not easy because of the historical, political, economic and social characteristics of each region or country. The third sector in the United States and European studies, it has been advanced most but Europe has a lot of difference. Because Europe has the difference in developmental pathway of components of the social economy, namely co-operatives, mutual benefit association and foundation or association. Thus, the generalization of the concept of social economy and social enterprises it is very difficult. This article states that it is necessary to create a dynamic model and highlight the difference. Instead of increasing the number of social enterprises in order to do this, the government and business and NGOs must be solidarity. Only then it will lead in expanding the components of the social economy in Korea.

세계화와 함께 복지정책이 축소되면서 사회적기업의 필요성이 전 세계적으로 확산되고 있고 그것에 맞추어 사회적기업의 개념에 대한 일반화를 시도하는 연구들이 자주 등장하고 있다. 본 연구는 이러한 이론적 작업이 매우 필요하다는 것에는 동의하면서도 사회적기업이 각 지역별 혹은 국가별 역사적, 정치적, 경제적 그리고 사회적 특성 때문에 쉽지 않을 것임을 주장한다. 지금까지 많은 연구가 있었던 제3섹터의 미국과 사회적 경제를 기반으로 하는 유럽의 차이 외에 본 연구는 유럽 내에서도 사회적 경제의 구성요소들, 즉 협동조합, 상호공제조합 그리고 재단이나 결사체 조직 등의 발전경로의 차이 때문에 사회적 경제에 대한 개념 일반화뿐만 아니라 사회적기업의 일반화 또한 매우 어렵다는 것을 보여주고자 하였다. 본 연구는 이러한 차이들을 부각시킴으로써 단순히 일반적인 이론에 맞추는 정적인 관점이 아니라 매우 복잡하고 유동적이 되어가는 사회문제, 특히 복지,고용, 보건 그리고 환경 등의 문제에 탄력적으로 적응하고 대처하기 위한 동적인 모델을 만들 필요가 있음을 보여주고 있다. 그러기 위해서는 단순히 사회적 기업의 수를 증가시키는 정책이 아니라 정부와 기업 그리고 시민민간 단체들이 매우 유기적으로 연대하면서 한국 사회에 잠재되어 있는 사회적 경제의 구성요소들을 확대할 수 있는 방안이나 실천들이 필요함을 주장하였다.
