With rapid changes in social environment, health and medical service fields and build relevant infrastructure as well as reform regulations as part of promotion policy. The reason for such promotion policy and innovative regulations is the drug fields. which leads to universal regulations for the sake of public well-being and order in public drug. Such requirements are to prevent conflicts from arising between the essential physiology of profit-seeking activities of drug and their public character to protect national health as a human right. To meet those requirements, regulatory systems over medicine demand developing to watch over any excessive profit-seeking activities in the drug field through an array of administrative supervision, to prevent any violation of health rights beforehand, and to balance profit-seeking of drug with public interest. Therefore, this study recent drug field from the most important and which became a big issue drug reclassification needed for research on drug-related and legal concept to define, while the assessment of its kind and the identification and classification for drugs by identifying relationships and classification status, the right concept for drug formulation and classification system propose an algorithm that can be achieved.

급변하는 국제사회 환경에 맞추어 우리의 보건의료분야를 육성하고자 다양한 인 프라 구축 등의 진흥정책과 동시에 관련 규제의 개혁을 추진하고 있다. 이러한 진 흥정책 중에서는 의약품분야의 개혁도 포함되고 있다. 그러나 의약품은 국민의 건 강과 생명, 안전 등의 직접적인 관련성 때문에 공공의 안녕과 질서유지를 위하여 규제가 보편화되어 있다고 할 것이다. 이러한 규제는 관련 사업의 영리추구와 동시 에 국민의 건강권 보호라는 공공성 간의 갈등을 사전에 막고자 하는 것이라고 할 수 있다. 각종 행정상의 감독은 영리추구활동을 감시하면서 국민의 건강권에 대한 침해를 예방하여 의약품분야의 영리추구와 동시에 공익의 조화를 이루는 방법으로 작용한다고 할 것이다. 따라서 본 연구는 최근 의약품분야에서 가장 중요하고 이슈화 되고 있는 ‘의약품 재분류에 대한 연구’에 필요한 의약품과 관련된 정의 및 법적 개념을 정립하면서, 그 종류와 특성을 고찰하여 의약품 구분과 분류관계와 분류현황을 파악하여 의약품 에 대한 올바른 개념 정립과 분류체계를 이룰 수 있는 방안을 제시하고자 한다.
