Child abuse has existed since the beginning of mankind. Children were, and in some cases still are, regarded as the parents’ possessions. Therefore, parents had the authority to sell their children as slaves or even kill them. Though child abuse has long corrupted society, the recognition of this as child maltreatment and legal actions against it are relatively new concepts. The Korean Child Welfare Act only added cocreate regulations against child abuse a little over a decade ago, in 2000. In parallel, child abuse is also now beginning to be regarded as more than a family matter. It is a social problem and demands immediate attention from society. In addition to social welfare, child abuse is also in need of pastoral attention for both abused and the abuser. First, child abuse is a sin against God and creatures created in the Image of God. Second, it is sinful and destructive cycle, continually inherited from generation to generation. There are many cases in which abusive children grow to become abusive parents, despite their initial determination to distance themselves from their parent’s lifestyle. This article seeks to help better understand child abuse, beyond the family, as a social issue and explicate the necessity for active and intimate pastoral care.

아동 학대는 인류역사와 함께 동서고금을 막론하고 편재해 왔지만 아동 학 대라는 개념을 만들어 내고 이에 대한 대책을 마련해 간 것은 그리 역사가 길 지 않다. 한국은 아동 학대 금지에 대한 구체적인 시행령이나 시행 규칙이 없 었으나 2000년도에 들어서면서 조항들이 만들어 지고 아동 학대는 더 이상 가 정의 문제가 아니요 사회문제라는 인식이 사회복지 차원에서 확대되어 가고 있다. 하지만 아동 학대의 문제는 단순히 아동복지 차원의 사회 문제 영역에서 머물 수 있는 것은 아니다. 아동 학대는 뿌리 깊은 상처의 대물림과 하나님의 형상으로 지음 받고 십자가의 대속함을 입은 인간에 대한 가치관을 상실하여 일어나는 현상이며 따라서 피해아동은 물론 가해자와 가족 전체의 치유사역이 요청되는 부분이다. 그러나 가정 안에서 아동 학대가 일어난다 하더라도 가족 구성원이 학대의 행동을 학대로 인지하느냐 하는 문제가 있고 피해자인 아동 이 학대신고를 할 능력이 제한된다고 하는 장벽이 가로 놓여 있다. 또한 어렵 게 사례가 가족의 울타리를 벗어 나온 후에도 가족 간의 문제를 어떻게 외부인 이 개입하는가에 대한 주저함이 있을 수 있으며 경우에 따라 가족의 분리라고 하는 딜레마에 봉착하기도 한다. 따라서 본 논문은 아동 학대에 대한 개념 정리를 분명히 하며 이를 아동 학 대에 대한 인식과 대책에 따른 윤리적인 문제들 그리고 이를 적용함에 있어서 목회 상담적 과제가 무엇인지에 대해서 논하고 있다.
