The purpose of this research is to find a vulnerable area of the unbalanced discriminated Emergency Medical service based on the physical accessibility and by sing GIS spatial analysis method like Location-Allocation Model for finding optimum location concerning efficiency and equity of the effective location and allocation of vulnerable area. The accessibility analysis for vulnerable area performed a point of transfer stage and the help of emergency medical facilities and 119 emergency center relations it was possible for distance and time to analyzing the accessibility in more detail. As a result. it is approached for Geographical view from using concerned GIS spatial analyzing technique that occurred problem in a space can be making spatial efficiency and spatial equity. Through the problem. it will be possible to make an effective proposal or means to help a decision by the social, economical and political factor for relocation.

본 연구의 목적은 응급의료자원의 불균형분포에 관하여 물리적 접근성을 토대로 응급의료서비스가 취약한 지역을 찾아내며, GIS공간분석기법인 Location-Allocation Model을 통해 효율성과 형평성을 고려한 최적의 입지선정을 이루기 위함이다. 취약지역을 위한 접근성 분석은 이송단계에 중점을 두었으며, 응급의료기관을 등급별로 구분하고 운송수단의 공공의 주체가 되는 119소방서와의 관계를 통하여 거리와 시간의 영역을 고려한 접근성 분석이 가능 하였다. 결과적으로 GIS 공간분석기법을 이용한 지리적 관점은 공간상에 발생하는 응급의료자원의 공간적 효율성과 공간적 형평성을 이룰 수 있으며, 그 문제를 통해 공간재배치를 위한 사회 정치 경제적인 의사결정에 효과적인 대안 및 방법을 제시할 수 있을 것이다.
