North Korea launched a long-range missile and carried out the third nuclear test, and pulled out workers in the Gaesong Industrial Complex after the inauguration of the Park Geun-hye administration. North Korea's provocative action has been a threat to peace on Korean Peninsula. In order to break the gridlock in inter-Korean relations and eliminate the unstable peace on the Korean Peninsula, it is needed creation of trust and communication effort between South and North Korea. This study intends to analyze the Trust-Building Process on the Korean Peninsula known as President Park's North Korea policy with special reference to the peace and communication perspective. For the purpose of this study, this paper examines the meaning of peace and communication and analyzes Trust-Building Process and Peace System on the Korean Peninsula. In conclusion, Trust-Building Process is a process for sustainable peace and Peace System means institutionalization of a peace settlement on the Korean Peninsula.

북한은 박근혜 정부 출범 전후로 장거리 미사일 발사와 제3차 핵실험 그리고 개성공단 북한근로자 철수 등을 통해 한반도 평화를 위협하고 있다. 박근혜 정부 출범 이후 한반도 상황은 남북간 소통의 부재가 지속 되면서 불안정한 평화의 상태에 놓여 있다. 남북관계의 경색국면을 극복하고 한반도의 불안정한 평화를 해 소하기 위해서는 남북간 신뢰 창출과 소통의 노력이 필요하다. 이 글은 평화와 소통의 관점에서 박근혜 정부 의 대북정책인 한반도 신뢰프로세스를 고찰하고자 한다. 이를 위해 먼저 평화와 소통의 의미를 살펴본 후 한반도 평화와 남북간 소통의 방안으로서 한반도 신뢰프로세스 그리고 제도적 틀로서 한반도 평화체제를 분석하였다. 한반도 신뢰프로세스는 동북아 다자협력을 위한 서울프로세스와 결합될 때 시너지 효과를 창 출할 수 있다. 결론적으로, 한반도 신뢰프로세스는 한반도의 평화를 위한 과정으로 볼 수 있으며, 한반도 평 화체제는 한반도 평화정착의 제도화를 의미한다고 할 수 있다.
