This paper aims at making a comparative research of variant regionalism in Europe and East Asia with particular focus on the German Question and the Chinese Problem. It also seeks to present the basic orientations of Korea's foreign policy. With the active engagement of the United States after the 2nd World War and France's change in tactics for taming potential German power, Europe could solve the German Question. On the other hand, there has been no regional power so far to contain the rapid rise of China in East Asia. It was in this context that the US made its pivot to Asia in 2011. Also the Obama administration has shown its balanced approach between its traditional alliance and regional policies in East Asia. In the midst of power rivalry and competition in the region, Korea is neither equipped with the Chinese or Japanese economic power, yet it has extended its manoeuver for foreign policy as a middle power. This is one of the important assets through which Korea can persuade both China and Japan to accept Korea’s brokerage. The Korean government needs to continue to closely coordinate unification and regional policies towards East Asia so that it can make crucial contributions towards regionbuilding in the region.

이 글은 지역주의를 21세기 국제정치를 이해하는 큰 틀의 하나로 규정하고 이런 시각에서 유럽과 동아시 아를 비교 연구한다. 비교의 중심이 되는 것은 유럽의 ‘독일문제’와 동아시아의 ‘중국문제’다. 지역 패권국가 의 존재와 세계적 패권국가가 지역주의 형성에 관여하는 방식을 비교하며 이를 바탕으로 우리 외교정책이 추구해야 할 정책 방향도 점검한다. 유럽의 경우 독일문제는 당사자 프랑스와 유럽세력이 된 미국, 그리고 외교적 선택이 별로 없었던 서독이 참여하여 해결되었다. 그러나 아시아엔 중국을 견제하고 억제할 마땅한 역내 국가가 없다. 경제적 침체와 우경화 바람으로 리더십이나 외교적 역량이 감소하는 일본은 중국을 견제 하려 하지만 유럽의 프랑스가 될 수는 없다. 한편 미국은 아시아로의 귀환을 선언한 후 동아시아정상회의에 의 참여, 아세안에 대표부 설치 등으로 이 지역의 영향력 강화를 가속화하고 있다. 미국은 2007년 부시행정 부까지 동아시아에서 동맹 우위의 정책을 전개해왔으나 오바마 행정부 집권이후 동맹정책과 지역주의 정 책의 균형으로 정책을 변경했다. 우리는 중국이나 일본의 경제력을 갖추지 못했지만 중견국가로서 꾸준하 게 외교역량을 확충해 왔다. 또 중국이나 일본도 우리의 중재 능력을 신뢰할 수 있다. 통일정책과 지역통합 정책을 좀 더 긴밀하게 조정하면서 이 정책을 상호보완적으로 전략적으로 추진하면 우리는 동북아시아 지 역통합에서도 중요한 역할을 수행할 수가 있다.
