The underlying reason for UN’s reform is based on (1) democracy and representativeness, (2) effectiveness and professionality, and (3) financial efficiency. Since the 1960s, the UN has been trying to reform resulting in the Charter being revised two times. Nevertheless, the UN has failed to fundamentally change its structure, and various efforts to strengthen the UN were only stopgap measures. The biggest issue was the reform of the UN Security Council. There is a consensus among countries about the need for enlargement of the Council, but there are differing views on giving veto power to new permanent members. Also, demands for administrative reform of the UN system received widespread support because of recent allegations of corruption and scandals, but there is a vast difference in determining the priority of reform between the North and the South. In order to accomplish UN’s reform including those major issues, the UN needs to overcome following challenges: (1) the UN has to expand its financial resources, (2) the UN has to break its internal ‘culture of inaction’, and (3) the UN has to draw external support from the global citizens as the attentive public who could legitimize UN’s reform and strengthening.

유엔 개혁의 필요성은 (1) 민주성과 대표성, (2) 실효성과 전문성, (3) 효율성 등의 논리에 기반을 두고 있 다. 이러한 논리를 바탕으로 유엔 개혁은 그동안 여러 차례 시도되어 왔다. 1960년대 이후 유엔 개혁은 여러 차례 시도되었으며, 2차례에 걸친 헌장의 개정도 이루어졌다. 하지만 근본적인 구조 변경에는 실패하였고, 재정문제를 위한 개혁 노력도 미봉책에 불과하였다. 가장 논란이 된 이슈는 안전보장이사회 확대개편과 행 정 및 관리의 개혁이었다. 안보리의 확대개편에 대한 공감대는 마련되었으나, 상임이사국을 추가로 신설할 것인지, 그리고 신설 상임이사국에게 거부권을 부여할 것인지를 사이에 두고 G4 국가와 커피클럽 국가 사 이의 대립이 이루어졌다. 또한 행정 및 관리 개혁에 있어서 석유-식량 프로그램 비리와 성범죄 사건 등으로 행정 개혁을 요구하는 주장은 많아졌지만, 어떤 개혁을 우선순위에 둘 것인가에 관해 국가들의 입장이 엇갈 렸다. 이러한 핵심 이슈를 포함한 유엔 개혁을 이루기 위해서는 무엇보다 유엔의 재정을 확충하는 과제가 선결되어야 하며, 유엔 내부의 ‘무기력의 문화’가 혁파되어야 하고, 유엔 바깥으로부터의 글로벌 시민공동 체의 참여가 확대되어야 한다.
