The purpose of this study is to check the verbal violence and citizens of ethics in the 19th general election and discuss about how to reduce this verbal abuse. In this study, the verbal violence just like makmal of Kim, Yong-Min candidate is not affect to the election results. because the Citizens learned the verbal violence in the drama and media language and it got a generous concessions attitude. However, the ethics of citizens is growing an election to be repeated, the politicians should refrain from verbal abuse. Because language is a means of communication, but verbal violence can undermine democracy by taking people’s thoughts and the confusion of values Thus, in order to prevent verbal abuse, citizens and politicians must be educated of control emotions and anger and purify the language movement in the National Assembly. politicians who candidated in the political process apply to strict criteria and the stringent evaluation about verbal violence. most of all Civil societies‘ surveillance activities must be enhanced about Verbal abuse cases, members of the language purified model regularize the Reward and Punishment and politicians who use verbal violence should be prepared for a financial penalty.

본 연구의 목적은 19대 국회의원 선거에서 표출된 언어폭력과 그에 대한 시민들의 윤리의식 및 정치권에서의 언어폭력 현상을 예방하고 줄일 수 있는 방안에 대해 논의한다. 이 연구에서는 김용민 후보의 언어폭력과 막말이 선거결과에 부정적인 영향을 미치지 않았다고 주장한다. 이러한 결과는 시민들이 미디어 속에 등장하는 언어폭력에 학습화되어 언어폭력 에 대해 너그러운 용인태도를 갖고 있기 때문이다. 하지만 선거가 거듭될수록 시민들의 윤 리의식은 높아지고 있고, 언어폭력은 사람의 생각과 가치의 혼란을 가져옴으로써 민주주의 를 훼손될 수 있기 때문에 정치인들은 언어폭력을 자제해야 한다. 따라서 이러한 언어폭력 을 예방하기 위해서는 감정과 분노 조절교육과 시민들과 국회차원에서 언어순화운동이 필요하다. 또한 정치인의 공천과정에서 후보자의 도덕성 검증에 대한 엄중한 평가와 언어폭력에 대하여 엄격한 기준과 덕목을 제도화해야 한다. 더 나아가 언어폭력사례에 대한 시민단체의 감시활동 강화, 언어순화 모범의원에 대한 상과 벌의 정례화 및 막말을 하는 정치인에 대한 경제적 처벌 법안도 마련해야 한다.
