Batterer intervention programs(BIP) can achieve expected goals only if the program is effective and accountable, and the facilitator has high quality. This study surveyed 89 BIPs across the nation to examine the effectiveness of the BIP and draw recommendations for policy and practice. The results include (1) facilitators' salary was relatively lower than other professionals, resulting in the low levels of accountability; (2) while most facilitators had high levels of educational and professional qualifications, they did not receive proper education and training as needed as they have developed their career; (3) BIPs treated the batterer according to their own policies and other regulatory guidelines imposed by the funding agencies, without meaningful standards; (4) BIPs provided victims and batterers with a variety of services, but without standardized guidances; (5) BIPs reported to the criminal justice system when the batterer used violence during the treatment or was dropped out, but did not closely follow up them, and (6) BIPs conducted the effectiveness studies regularly but mostly relied on satisfaction surveys of batterers and victims, instead of utilizing advanced methods. Recommendations for policy and practice were discussed.

가정폭력 가해자 개입프로그램이 폭력행동 근절의 목적을 달성하는 데에는 가해자 상담 자체가 효과가 있어야 하고, 상담의 효과는 상담원의 자질과 전문성, 책임 있는 프로그램 운영을 전제로 한다. 본 연구는 전국 89개 가정폭력상담소를 대상으로 설문조사를 실시하여 가해자 프로그램의 전문성에 대한 현황을 살펴보았다. 연구결과에 따르면, 상담원의 낮은 [급여수준과 이로 인한 전문성 저하가 전반적인 문제로 나타났다. 상담소 소속 상담원과 외부 상담원들은 학력과 자격증 등 기본자격에서 우수하나, 상담원의 경험과 자질에 따른 다양한 내용과 형식의 교육은 부족한 것으로 나타났다. 가해자 프로그램은 통일적인 기준이 없이 재정지원 기관의 지침과 각 상담소의 판단에 따라 다양하게 진행되고 있으며, 가해자와 피해자에 대한 서비스 또한 편차가 많았다. 추가폭력을 인지하거나 상담탈락이 발생해도 상담소들은 법원/검찰에 보고하는 것 외에 다른 적극적 대응을 하지 못하고 있었다. 가해자 상담의 효과성 평가는 주로 가해자나 피해자의 만족도 조사 수준에서 이루어지고 있었다. 이러한 결과에 기초하여 정책적, 실천적 방안들을 제시하였다.
