The purpose of this study is to analyze the function of repatriating cultural heritage of the Korea Cultural Heritage Management Division so as to seek ways to improve. This article has researched on the return of illegally exported Heritage policies and Governance practices in Egypt and China. In Egypt, the Repatriation of Stolen Artifacts was to conduct ongoing monitoring to major repatriation target cultural heritage. It is necessary for Cultural Heritage Administration of Korea and Foreign Cultural Property Return Foundation to strengthen professionalism for the research of cultural heritage abroad. For the international protection and return of cultural heritage, the Chinese government joined the International Convention relating to the illegally exported of cultural heritage. Korean government should actively review to sign up for the international treaties concerning the protection and return of cultural heritage. Various countries, for the return of cultural heritage at home and abroad, have put their efforts to build a cooperative network. Therefore, there is a need for Korean government to actively participate in domestic and international cooperation network.

본 연구는 한국 문화유산관리부문의 해외문화유산 환수기능의 현황을 분석하고, 이에 대한 바람직한 개선방안을 모색하고자 한다. 이를 위해서 이집트, 중국의 해외문화유산 환수정책과 거버넌스 구축사례를 분석한 결과 이집트는 문화유산 환수 전담기구를 설치하여 주요 환수대상 문화유산에 대한 지속적인 모니터링을 실시하고 있었다. 우리나라도 해외문화유산의 환수기능을 담당하는 문화재청과 국외소재문화재재단의 전문성을 강화하여 해외문화유산의 현황을 정확하게 파악하는 것이 필요하다. 중국 정부는 자국 문화유산의 국제적 보호와 환수를 위해서 문화유산의 불법반출과 관련된 국제협약에도 적극적으로 가입하고 있다. 우리나라도 문화유산의 보호 및 환수와 관련된 국제협약에 대한 가입을 적극적으로 검토해야만 한다. 각국은 국내외적으로 문화유산 환수를 위한 다양한 협력네트워크 구축에 노력하고 있으므로 우리나라도 국내외적 협력네트워크에 적극적으로 동참할 필요성이 있다.
