The urban development corporations’ performance of management were the worst in the result of business evaluation of the local government enterprise. Especially, it is required to search that financial performance of local government enterprise effected to the financial integrity of the local government. The downhill of financial integrity in local government enterprise can give much financial burden to a local government. Therefore, this study tried to search relation between the performance of financial management in local government enterprise and the financial integrity in the local government with the data of 2010. As a result of analysis, there is correlation between a liability of local government enterprise and local government bond. This imply that it is required to consider the debt-ratio of local government enterprise in managing financial indicators.

2010년도 지방 공기업 경영평가의 경영 성과면에서 가장 미흡한 실적을 보여주는 도시개발공사의 경우 재정성과관리측면에서 좋은 결과를 가져오지 못했다. 특히 이들 도시개발공사의 재정성과의 미흡과 실제 각 자치단체의 재정상태 즉 각 지방자치단체의 지방채 및 재정건전도의 관련성에 대해 고찰해 볼 필요가 있다. 지방공기업의 재무건전성의 악화는 소속 지자체의 재정상의 부담을 가져오게 되어있는 구조이기 때문이다. 그리하여 SH공사를 제외한 14개의 지방도시개발공사의 부채비율과 실제 소속 자치단체의 공기업 예산과 지방채발행과의 상관성을 2010년도 경영평가자료를 통해서 분석해 본 결과, 도시개발공사의 부채비율과 소속자치단체의 지방채비율간의 상관관계가 나타났다. 따라서 자치단체의 재정건전성관리를 위해서는 지방공기업의 부채관리를 포함하는 재정지표관리가 시급하다.
