The military facilities are produced the public service called national security. However it is generated the negative externalities such as noise, environmental contamination, accident, explosion. This characteristics is caused in the siting conflict between the residents and policy authorities. This study analyzes the relocation policy of 35th Division, ROK Army in order to seek the implication of conflict management using variables such as economic compensation, implementation structure, implementation procedure, the policy experience of residents and the institution of mediation. The cause of conflict in this case is indicated that military authorities and implementator, Jeonju City execute this project based on the secret and undemocratic method and insufficient economic compensation. Also the resident was experienced the negative effect from similar policy in prior. The policy experience is the one of policy conflict. Based on these results, this study is recommended several alternatives; the open of relevant information, democratic implementation procedure, sufficient economic compensation and the collaboration of implementation structure to be increased mutual interest.

35사단 이전사업은 북부권을 개발하려는 전주시, 인구유입과 지역활성화를 도모하려는 임실군 그리고 병영시설 현대화를 추진하려는 국방부의 이해관계가 합치되어 추진한 사업이다. 하지만 부대이전 사업이 본격화된 이후 군사시설이라서 공개할 수 없다는 비밀주의, 정교하지 못한 보상체계, 전주시 주도의 집행구조, 빈민주적인 집행방식, 주민들의 이전의 부정적인 정책경험 등으로 인해 갈등이 발생하였고, 부대이전 예정 지역에 거주하는 주민들을 중심으로 심화되었다. 이 갈등은 결국 지루한 소송전을 거쳐 마무리되었다. 이후 항공대 이전을 둘러싸고 전주시와 임실군이 갈등이 재연되었다. 이러한 분석 결과를 토대로 갈등을 관리하기 위해서는 정보의 공개, 민주적인 집행방식, 정교한 보상체계, 공동이익을 추구할 수 있는 집행구조의 구축 등이 필요하다고 할 수 있다.
