Community radios are operating as a key and common forms for community communication in the world area. In Korea, community radio project which called ‘Low-Power Radio’ introduced in 2004, and this project changed ‘Community Radio’ in 2009. As result, Broadcasting agency licensed seven community radio station and now, in 2013, these groups are operating based on regional community. Around the same time, UK also started community radio project, and now there more than 200 community radio stations are running actively. So, this study aims to better conditions of community radio regulations in Korea via to review of UK Community Radio regulations. In conclusion, this study assert improvement of community radio regulations in Korea; first, reestablishing of community radio's concept and social definition is necessary, second, increase of out-put and it’s flexible application for community radio is need, third, program restriction should ease to allow community news and current events. fourth, public funding must need for stabile and continuable operation of community radio.

커뮤니티 커뮤니케이션의 핵심 수단으로 공동체라디오(Community Radio)가 세계 각국에서 운영되고 있다. 국내에서도 2006년에 법제화가 이루어졌으며, 2009년 정 규사업으로 전환이 이루어졌고, 2013년 현재 7개 공동체라디오가 운영되고 있다. 반 면, 2004년 법제화가 이루어진 영국에서는 2013년 현재 200여개가 넘은 공동체라 디오가 활성화되어 있다. 비슷한 시기에 법제화가 이루어졌음에도 불구하고 한국과 영 국의 공동체라디오 운영 현황에서는 현격한 차이가 있는 것이다. 이에 본 연구는 영국 공동체라디오의 제도화 과정과 규제 및 지원 정책을 살펴봄으로써 국내 공동체라디오 활성화를 위한 시사점을 모색하고자 했다. 결론적으로는 국내 공동체라디오의 정의와 목표에 대한 개념 재정립, 그리고 방송출력, 면허허가, 편성제한, 공적지원, 준비과정 에 대한 고려, 시민사회단체와의 협조 등 규제와 지원 정책 및 제도화 과정의 개선방 안이 영국의 정책과 비교 검토되어 제시되고 있다.
