The rate of foreign national prisoners in the Republic of korea has grown rapidly annually. According, The ROK Criminal Justice authorities - especially ROK correctional social welfare service institution - has been confronted with the problem of efficient rehabilitation and good adjustment of foreign inmate on korean prison(Chun Ann Foreign Inmate Prison). Therefore, specialized and systematic correctional social welfare policy of the increased foreign inmate on korean prison in response to the increased number of foreinger crime in the ROK is necessary. In fact, Little has given to the production of the correctional social welfare service for foreigner inmate in the ROK prison in relation to the socail welfare. Therefore, in this article, I would like to explore the proper correctional social welfare policy inclusive of correctional social welfare idea and correctional social welfare structure, correctional social welfare personnel management through my original criticism about the exsiting study on foreign inmate correction, rehabilitaion and adjustment on ROK prison.

최근 해가 갈수록 한국에서의 외국인 수용자의 비율이 급증하고 있다. 이에 따라서 우리나라의 형사사법기관, 특히 교정복지기관인 교정당국은 증가되는 외국인 수용자에 대한 교정서비스인 교화와 교도소 내에서의 원만한 적응이라는 교정복지재의 효율적인 처리라는 문제에 직면하게 되었다. 따라서 갈수록 한국사회에서 증대되는 체류외국인의 범죄에 대응하여 우리나라에 있는 외국인수용자에 대한 보다 더 과학적이고 전문화된 교정사회복지정책의 중요성이 대두되었다. 사실 그 동안 우리나라에 있는 외국인 수용자에 대한 교정복지재의 생산이 사회복지 또는 교정복지와 관련한 것은 거의 없었다. 따라서, 여기 논문에서는 외국인 수용자에 대한 교정과 교화에 대한 기존의 선행연구에 대한 비판을 통해 교정복지재의 적절한 생산정책을 교정복지이념, 교정복지 생산조직면, 교정복지인사면 등을 포함하여 운론하고자 한다.
