This paper aims at examining empirically how national consciousness and multicultural consciousness of South Koreans affect their perceptions and attitudes toward North Korean migrants. More specifically, it tries to determine if South Koreans accept North Korean migrants as Korean nationals who share the same blood lineage or regard them as members of a multicultural minority group who have different characteristics from South Koreans. For this purpose, we used raw data collected from a sample survey of Korean national identity conducted in 2010 by the East Asia Institute and the Asiatic Research Institute. Main findings are as follows. Consciousness that South Koreans have in regard to North Korea and multiculturalism turned out to have greater effects on their perceptions, emotions, and prosocial behavior toward North Korean migrants than consciousness that they have in regard to Korean nation. More specifically, South Koreans’ national consciousness does have significant effects on their intimacy toward North Korean migrants, acceptance of North Korean refugees, and support of government policy toward North Korea. On the contrary, South Koreans’ consciousness toward North Korea and multiculturalism have significant effects on those issues. In other words, people who have more favorable attitudes toward North Korea and multiculturalism are more likely to feel intimacy toward North Korean migrants, ready to accept North Korean refugees, and to endorse government policy to support North Korea. One implication that we can draw from this research is that it is not sufficient to emphasize the same Korean nation and blood ties between North Korean migrants and South Korean residents. We also need to increase our multicultural sensitivity and capacity to manage cultural differences between North Korean migrants and South Korean residents to improve mutual perceptions and chances of coexistence.

이 논문의 주요 목적은 남한주민의 민족의식과 다문화의식이 북한이주민에 대한 인식과 태도에 어떠한 영향을 미치는지 경험적으로 규명하는 것이다. 즉 남한주민들이 북한이주민을 혈통을 같이 하는 한민족으로 받아들이는지, 아니면 언어와 문화는 공유하지만 이질적인 특성을 많이 갖고 있는 다문화적 소수자집단으로 인식하는지를 확인하고자 한다. 이러한 실증적 검증을 위하여 2010년에 동아시아연구원과 아세아문제연구소가 실시한 「2010년 한국인의 국가정체성 조사」 원자료를 사용했다. 분석 결과, 남한주민들이 북한이주민에 대해 갖는 인식과 정서, 그리고 친사회적 행동에는 민족의식보다 북한에 대한 의식과 다문화주의에 대한 의식이 더욱 중요한 영향을 미치고 있는 것으로 나타났다. 즉 남한주민의 민족의식은 북한이주민에 대한 친밀감, 북한주민의 난민 수용도, 정부의 대북정책에 유의미한 영향을 미치지 못했으나 북한의식과 다문화인식은 유의미한 영향을 미쳤다. 구체적으로 살펴보면 북한에 대해 우호적일수록, 다문화 수용성이 강할수록 북한이주민에 대한 친밀감이 높아지고, 북한이주민을 난민으로 수용할 의사가 높고, 정부의 대북 지원 정책에 우호적인 것으로 나타났다. 이 연구의 함의는 북한이주민에 대하여 단일 혈통을 강조하는 것에서 더 나아가 남한주민과 더불어 살아가는 ‘국민’이자 국경을 넘어 온 ‘이주민’으로서 남한주민과 북한이주민 간의 문화적 차이를 인정하고 그 둘 간의 ‘다름’을 조직화할 수 있는 문화적 역량을 기르는 노력이 필요하다는 것이다.
