Changes in economic growth and social environment cause national and social systems to be established newly. Saying again, the government and its social policies have been focusing on the youth and the adults whose ages are at 40, 50, and 60. But as the society becomes aging. the government could not help but build polices that should cope with the new situation. The baby boomer generation and the preceding one had been driving forces in the growth of Korean society. Unfortunately, their current reality is that they are not well prepared with their resting lives after their retirement, because the government does not have secured social well-fare facilities for them. So, it seriously infringes on human dignity and the right of pursuing happiness that are guaranteed in the Constitution. It is necessary to prevent the damages previously, because the infringes on the old can bring about unrecoverable harms. Thus. police law enforcement should understand the characteristics of old people and be preventive for future damages. Futhermore, it should set up specific law concerning the safety of the old to rescue harms which could occur in the future. Especially, the police law enforcement should be active so that preventive aid could be provided to them. For that, 'Safety Law for the Old ' ,as a basic law for the safety of the elder, should be first established. By doing that, aging people could be protected from cultural and social infringement. Second, the police law enforcement should be preventive in order that the old could be in advance protected from various crimes. Finally, one to one system should be operated in which a policeman takes care of one household of the elder people. Additionally, policy agency should carry out one-stop service by introducing the policemen system that specializes in the elder. Therefore, it should make efforts to secure the safety of the elderly.

경제성장과 사회환경 변화는 국가와 사회의 체제를 새로이 정립하도 록 하고 있다. 즉 기존 청소년층과 중장년층에 중점을 둔 국가와 사회정 책이 고령화라는 새로운 환경에 부응하게 정립되게 하였다. 그동안 베이 버부머세대와 그 이전의 세대들은 한국사회가 성장하는데 원동력이 되었 다. 이들 세대들은 성장이라는 틀에 갇혀 퇴직 후에 대한 어떠한 대비도 체계적으로 갖추질 못한 실정이다. 산업전선에 참여하였던 장년층이 퇴 직함에 따라 이들에 대한 사회복지체계가 확보되지 않아 헌법상의 인간 의 존엄성과 행복추구권이 심각하게 침해되는 문제를 발생시키고 있다. 사회적 취약계층인 노령인구에 대한 사회안전망 확보는 현재 한국이 가지고 있는 시급한 사회당면 과제이다. 이들에 대한 사회안전망 확보가 이루어지지 않을 경우 지 속적으로 증가하는 노령인구의 사회복귀가 어려 워 국가사회의 중대한 손실을 초래한다. 노인에 대한 침해발생은 회복할 수 없는 피해를 발생시키므로 피해가 발생하기 이전에 이를 차단하는 것이 필요하다. 경찰법집행은 노인이라는 신분을 가진 자에 대해 그 특성을 이해하고 사전예방적인 경찰법집행과 사후 피해구제를 위해 구체적인 노인안전에 관한 법률을 제정하고, 사전 예방적인 차원의 구제가 이루어지도록 적극적인 경찰법집행이 필요하다. 이러한 경찰법집행이 이루어지기 위해서는 노인안전을 위한 기본법인 「노인안전법」을 제정하여 문화적․사회적 침해 등으로부터 보호 받을 수 있는 경찰수권조항을 규정하여야 한다. 둘째, 경찰법집행이 사전예방적 차원에서 이루어져 사전에 범죄 등으로부터 보호할 수 있도록 하여야 한 다. 셋째, 경찰법집행을 위한 노인가정에 대한 1:1 경찰전담제를 시행하 여 적극적인 노인보호를 위해 노력하여야 한다. 그리고 경찰기관에 노인 전문경찰관제를 도입하여 노인안전에 대한 ONE-STOP 서비스를 시행하도록 하여 노인안전을 확보하도록 노력하여야 한다.
