In current public administration researches, the paradigm of realizing enterprenuer government or customer oriented government occupies one of important issues. This paradigm suggests a criterion of performing efficient and effective administration of Korean local governments for citizens who are customers and consumers of public services. It needs to analyse that how much local governments perform well and have administrative responsiveness and responsibility to their citizens’ demands and needs. Also it needs to know that how much they are trying to serve and endeavor for their citizens in terms of equality and efficiency. Positive results of administrative processes can be made by active administrative responsiveness to the citizens. However, the term of self-governance system of the citizens and for the citizens cannot be fully enough expressed only by normally discussed relationship of citizen participation and administrative responsiveness. It means that we should reconsider the relationship of citizen participation and administrative responsiveness in terms of regional governance by the citizens and and of the citizens which is the basic concept of self-governance system. Therefore, we can expect activating citizen participation and enhancing administrative responsiveness with reframing the relationship in terms of local governance by local ac ting bodies, enhancing administrative responsibility of local governments and public officials and citizen evaluation of local government’s administrations.

현대 행정학 연구에서 강조되고 있는 것 중의 하나는 ‘기업가적 정부' 혹은 ‘고객 중심적 정부’의 구현이라는 패러다임이다. 이것은 우리나라의 지방자치제 운영에 있 어서 지방정부가 행정서비스의 고객이자 소비자인 주민들을 위한 효율적이고 효과적 인 행정을 구현하기 중요한 기준을 제시하고 있다. 또한 지방정부의 운영이 주민들 을 위해서 어느 정도 열심히 일하고 있는 가와 지방정부의 행정·정책과정에서 주민 들의 요구나 필요에 대해서 얼마만큼 대응적이고 책임성을 가지며 형평성과 능률성 에 입각한 행정운영이 얼마만큼 효과적으로 지역사회를 위해서 노력하고 봉사하고 있는 가를 파악할 필요가 있다. 긍정적인 행정과정의 결과는 주민들에 대한 적극적 인 행정대응성을 통해서 가능해 질 수 있다. 하지만 일반적으로 논의되고 있는 주민 참여와 행정대응성의 관계만으로는 ‘주민들을 위한 주민들의 자치제’를 성공적으로 이끌기에는 미흡한 점이 있다. 즉 자치제의 근본적 개념인 주민들에 의한 주민들의 ‘지역 통치’라는 관점에서 주민참여와 행정대응성 간의 관계를 재고할 필요성이 존재 한다. 따라서 정부주도의 지역통치와는 다른 지역의 행위 주체들에 의한 로컬거버넌 스를 위한 주민참여, 행정서비스의 고객인 주민들을 위한 지방정부와 공무원들의 행 정책임성을 높이기 위한 주민참여 그리고 지역발전을 위한 지방정부의 행정에 대한 평가 기능을 위한 주민참여와 행정대응성 간의 관계 재정립을 통하여 주민참여를 통 한 행정대응성의 제고를 기대 할 수 있겠다.
