After her inauguration in 2013, President Park Geun Hye restarts the 2nd Saemaul Movement which follows one of her father's successful policies, the 1st Saemaul Movement launched by President Park Jung Hee in 1970. However, what is she trying to do with the 2nd Saemaul Movement? How could it be reinvented in 21 centuries? What kind of meanings does the 2nd Saemaul movement have after 40 years from its birth? How to combine it with local governance? To answer these questions, the study makes a political economy approach to these issues, compares the difference between the Saemaul Movement and local autonomy movement, and finally proposes the policy directions to localize the 2nd Saemaul Movement. They are as follows: (1) making a clear goal, (2) horizontal ways of thinking, (3) developing local governance leadership, (4) accumulating social capital of Saemaul Movement, and (5) collaboration with local governments.

2013년 출범한 박근혜 정부는 ‘제2새마을운동’을 전개할 계획이지만 1971년에 탄생 한 ‘제1새마을운동’과는 전혀 다른 정치경제적 환경을 직면하고 있다. 이 연구에서는 제2새마을운동이 박근혜 정부의 지방정책으로서 성공하기 위하여 새로운 시대적 환 경 속에서 풀어야 할 과제와 향후 정책집행과정을 분석하고, 그리고 제2새마을운동 이 지방자치와 융합할 수 있는 방안을 모색하고자 한다. 이를 위해서 먼저 새마을 운동과 지방자치제 양자 간의 유사점과 차이점을 정치경제학적 입장에서 비교하고 지방정책의 일환으로 제2새마을운동이 지방자치의 시대에 성공할 수 있도록 향후 정 책적 대안으로 제2새마을운동 목표의 명확화, 수평적 사고체계로 전환, 로컬 거버넌 스의 리더십 개발, 새마을운동의 사회자본화, 새마을중앙회와 지방자치단체의 협업모 색 등을 제시하고 있다.
