This study compares the major countries old-age pension system analyzed. Purpose of the Basic Old-Age Pension System is to provide practical ways. 본 연구는 노령연금제도의 보편적서비스 제고를 위해 주요국의 연금제도를 비교 분석하여 우리나라에 적용 가능한 실천적 방안을 제시하는 것이 목적이다. 이를 위 해 기초노령연금을 실제로 수령하고 있는 노인들에 대한 실질적 수요를 파악하였고, 기초노령연금의 개편 논의 및 쟁점사항에 대해 살펴보았으며, 해외사례분석을 통해 시사점을 도출하고, 우리나라에 적용할 수 있는 발전방안을 제시하고자 하였다. 해외사례분석은 Gilbert & Terrell(2002)의 정책평가 영역을 기본으로 해서 선정 체계, 급여체계, 전달체계, 재정체계 등 4가지 차원별로 분석항목 및 분석기준을 설 정하여 분석틀을 구성하였다. 분석결과 캐나다처럼 공적연금의 지원대상을 중·저소 득층으로 제한하여 지원하는 형태가 장기적으로 지속가능하며 빈곤인구를 줄이는 바람직한 제도운영의 방향일 것이다. 원스톱서비스 전달체계를 갖추기 위해서는 호 주의 센터링크를 벤치마킹 할 필요가 있다. 향후 시행되어질 '국민행복연금'시행될 즈음에 맞춰서 주요국들의 연금제도를 비 교분석함으로써 기존 기초노령연금제도의 운영적 경험자료를 통한 정책적 시행착오 를 줄일 것으로 본다.
