This paper tries to improve the compression performance which is proposed by [1]. In re-compression method, more than half situation will be current decoding, so the decision that if it is the reasonable decoding or non-resonable decoding becomes very important issue to compression performance. The previous scientists used the boarder pixels to deduce this decision we call inter decision function. In this paper, we utilize the pattern of JPEG coefficients inside one block to make the decision to increase the accuracy, the results shows that the proposed method can improve the performance a lot.
