Korean Government has fostered MICE industry as one of high yield value service industry. Accordingly each Regional Government in Korea has competed in constructing convention center, attracting and hosting conventions and exhibitions in its region. However neighboring countries such as China, Japan, Singapore, Hong Kong and Thailand have long been competing one another in infrastructure and supporting in marketing MICE industry far in advance which has threatened Korea and Incheon Metropolitan region. Fortunately, even under such severe competition, Korea successfully attracted Green Climate Fund Secretariat to Songdo International Business District in Metropolitan Incheon. Green Climate Fund is expected to play the role of the International Monetary Fund in its importance and status in global business industry including MICE. Under the pros and cons of its environment Incheon Metropolitan Government should focus in fostering and promoting MICE industry in its policy as followings. Firstly, Incheon Metropolitan Government should operate MICE Fostering Committee to promote and foster the MICE industry in its region. This committee will be chaired by the deputy mayor of Incheon Metropolitan Government and will coordinate policy and marketing strategy which is spread in each Bureau in Regional Government such as Bureau of International Cooperation, Bureau of Culture & Tourism and Administration of Incheon Free Trade Zone. Also the function of Convention & Visitors Bureau will be fortified in its marketing role in Incheon Metropolitan MICE industry. Secondly, Networking MICE Marketing Bodies in Metropolitan Seoul is also recommended to improve and coordinate MICE marketing efforts. This way, each region of Metropolitan Seoul including Incheon will benefit in attracting and operating MICE industry. Each region in Metropolitan Seoul should focus on its strength in conventions and exhibitions. Thirdly, Incheon Metropolitan Government should educate and give license to its own resident professionals instead of hiring professionals from Seoul. By fostering its own MICE professionals the cost of attracting and operating of MICE will decrease and enhance competence in the MICE industry. Lastly, infrastructure should be provided for expatriates such as Green Climate Fund as more international institutions are expected to be attracted to Songdo International Business District. Infrastructure should include housing, education, medical & welfare services.
