The purpose of this study is to identify various change aspects of the festival as the promotive strategies for the regional cultural heritage in the case of Jeongseun Arirang Festival. Jeongseun Arirang Festival is the operative mechanism of Jeongseun Arirang Festival for the promotion of cultural heritage and became the masterpiece of world intangible heritage, UNESCO. The approach of this study were used the longitudinal study in order to find the implications from chronological approach in the performance of festival since 1976. The results of this study are as follows: First, the competence of transmission for Jeongseun Arirang Festival was found through the channel of singing contest about Jeongseun Arirang Festival. Second, the event place of Jeongseun Arirang Festival was expanded from the elementary school playground to sports complex and theme parks. It means that small district festival was systemized and settled in Arari village. Thirdly, in the beginning of festival local governmental organizations had lead but changed to Jeongseun Arirang Festival council, governmental office, county office, citizen association, school and external cooperation institutions. In conclusion, the competence of transmission for the traditional culture takes the effects in the governance between internal institutions and external cooperation institutions because the heritage is the public goods from this generation to next generation.

UNESCO 인류무형유산으로 등재된 아리랑의 원형이자 갈래로서 정선아리랑은 ‘정선아 리랑제’를 통하여 현재와 같은 전승 및 진흥체계가 형성되었다. 이 연구는 선행연구의 횡 단면적 연구 경향과 다른 관점으로서 종단면적 연구를 적용하여 연구의 시간적 범위를 설정하였다. 지역의 문화유산이 국가의 문화유산으로, 세계의 문화유산으로 격상한 아리랑의 전승원 천으로서 정선아리랑제는 2012년 37회 축제까지 개최되는 과정에서 크게 세 가지의 변화 양상을 보여주었다. 첫째, 기존의 정선아리랑제의 주요 내용은 정선아리랑 경창을 통하여 새로운 전승 역량을 확보하였고, 세대간의 정선아리랑을 확장해 왔다. 둘째, 정선아리랑제 는 개최 장소적 측면에서 소규모 마을 축제 성격에서 지역 전체를 포괄하는 축제로 변화 되었다. 즉, 개최장소는 초등학교 운동장에서 공설운동장, 아라리촌으로 확장되어 유지되 다 정선5일장터로 확장되었으나 현재는 아라리촌으로 회귀하였다. 이것은 정선아리랑제의 개최 장소가 마을축제에서 제도화되면서 아리랑과 관련한 주제공원으로 아라리촌을 장소 화하는 노력으로 귀결되고 있다는 점을 시사하고 있다. 셋째, 정선아리랑제는 최초 제정 시에는 관주도적 성격을 보여주었으나, 현재는 정선아리랑제의 추진은 주로 사)정선아리 랑제위원회, 정선군청, 사회단체, 정선군 소재 학교, 외부 협력기관 등의 협력적 노력으로 이루어지고 있다.
