The purpose of this study is to analyze the current problems of faculty employment system and to suggest ideas for possible improvements in Korean universities. This study focused mainly on the name of the faculty, the faculty's eligibility criteria, the fairness of recruiting, and non-tenure track of full-time faculty. The methodologies of this study were mainly dependent on a literature review based on resources such as the major provisions of the law, government documents, and academic research papers. The study offers fourth recommendations to make use of faculty new employment system. First, name of faculty should be specified as a full-time faculty and a part-time faculty on the provisions of the law. Second, the faculty's system should be designed around a new framework including non-tenure track faculty. Third, the new appointment system is designed to reflect the simplification of the recruiting procedure, the strengthening of the internal evaluators, mutual check system of university division and the department, expansion of the external evaluators, and the characteristics of the University.

이 연구는 대학교원의 신규임용 제도의 문제점을 반성해보고 앞으로 대학 경쟁력을 높이기 위한 대학교원임용제도의 개선방안을 도출하는 데 목적이 있다. 신규 임용제도의 문제점 진단을 토대로 결론을 제시하면 다음과 같다. 첫째, 대학교원의 종류에서 '전임교원'과 '비전임교원'이란 용어와 ‘비정년계열 전임교원’이란 용어를 법률상으로 명시하는 것을 검토할 필요가 있다. 둘째, 대학사회의 현실을 반영하고, 강사제의 문제점을 해결하는 방안으로 비정년계열 전임교원을 교원의 분류체계에 포함시켜 새로운 틀을 모색하는 할 것을 제안했다. 셋째, 신규 교원임용제도의 공정성 제고를 위해 네 가지 유형을 제시하고, 각 유형의 개선방안을 제시했다. 외부-학과 중심 유형에서는 심사절차와 방법의 간소화, 내부-학과중심 유형은 내부평가자의 자격기준 강화, 외부-본부중심 유형은 본부와 학과간의 상호견제 시스템 구축과 외부 인사의 참여 확대, 내부-본부 중심 유형은 대학 특성을 반영한 임용과정의 설계를 제시했다.
