Sometimes an overseas subsidiary fails to receive the payment from the importer due to political or commercial risks, even if it delivered the products. As a result, headquarter(policy holder) suffers loss no payment from overseas subsidiary. The resale insurance, a kind of short-term export credit insurance, guarantees these losses. The resale insurance contributes our major export industries such as IT, home appliances to become the top export industry, coping with the changes of export trade structure timely but some problems in managing resale insurance remain controversial. First, the resale insurance takes up a large proportion of short-term export credit insurance. Second, there is a possibility that the safety of funds could be worsen. Therefore, ECA should limit the underwriting of large companies. It should focus on resale insurance underwriting of emerging market export those private credit insurance companies reluctant to accept. In this way, ECA will be capable of supporting different items of insurance or types of industries. One way to consider is to decrease the percentage of cover which is now 95%.

재판매보험(Resale Insurance)은 해외지사가 재판매계약에 따라 물품을 인도하였으나 비상위험이나 신용위험의 발생으로 재판매계약 상대방으로부터 당해 물품의 재판매대금을 회수할 수 없게 됨에 따라 보험계약자가 해외지사로부터 해당수출대금을 회수할 수 없게 되거나 해외지사에 환급함으로써 입게 되는 손실을 보상하는 무역보험공사의 단기수출보험(Short-term Export Credit Insurance) 일종이다. 재판매보험은 최근의 글로벌화되고 있는 무역구조의 변화에 시의 적절히 부응함으로써 IT, 가전 등 수출 진흥에 크게 기여하였으나 운용에 있어 몇 가지 논란이 제기되고도 있다. 재판매보험이 단기수출보험 중에 과다한 비중을 차지하고 있다는 것과 재판매보험의 지원이 특정 대기업들에게 과도하게 편중되어 있다는 것, 기금악화에 대한 우려 등이다. 따라서 향후 재판매보험은 대기업의 비중을 낮추고, ECA는 민간신용보험사가 인수를 꺼리는 신흥지역이나 선별된 건에 대한 지원중심으로 운용함으로써 지원 여력을 다른 종목이나 기업에 활용할 수 있도록 할 필요가 있으며 현재 95%인 부보율을 좀 더 낮추는 방향으로 개선할 필요가 있다.
