The organization of medical institutions has such structural characteristics that the business with various experts, complex facilities, and advanced medical equipments is operated sequentially around the clock. Medical institutions have high possibility of exposure to negligent accidents due to patients’ mental and blargy anxiety as well as the distinct characteristics of medical background, which gives more prominence to the accident prevention and the prompt treatment. The capability to deal with a negligent accident and a crime in medical institutions is low relatively as there are mostly patients that have physical disabilities in medical center and health professionals are not experts of the security, which means that the security arrangements of medical institutions should be devised and healthcare security system should be established, too . Therefore, this study is planned to suggest the response system dealing with the risk specialized in medical institutions. And the priority-order of healthcare security strategies is analyzed using Delphi and AHP, through which the building measure of healthcare-security system is proposed as follows: Firstly, the manpower to cope with crime should be expanded for ensuring the safety of healthcare security and immediate respond and vulnerable areas will be stationed by security guards everyday. Especially, behavior of violence and turmoil in the emergency room is widespread, the security system should be established to increase the security capabilities of the nighttime safety of vulnerable point. In addition, the prompt response using the field of system security with the security personnel should be done in the medical center. Secondly, the anti-theft system must be in place. Most of all, the surveillance system should be built up for drug storage room and inpatient wards. And all staffs of medical institution should act as prevention-supporters based on the local system security with around-the-clock surveillance and swift respond. Especially, in case of overnight hospital wards, the periodic patrols of security personnel will be needed. Thirdly, the administrative system that supports rapid medical services should be provided to prevent the violence against healthcare staffs and the forcible obstruction of business. Especially the employees need to be educated to understand the psychological state of patients and their families through dialogue and to resolve the conflict and settle a quarrel amicably. In addition, the guide agent with the capability of administration service support for an a satisfactory settlement should be placed in medical facility. Fourthly, the application of private security for supplementing manpower in medical center with support system should be revitalized.

본 연구는 한국 내 의료기관의 안전관리체계 구축방안을 제안하는데 목적을 두었다. 의료기관은 다양한 전문 인력과 복잡한 시설, 첨단의료장비 등이 24시간 연속적으로 운영되는 업무의 구조적인 특성을 가지고 있다. 이러한 의료 환경의 특수성과 더불어 환자들의 심리적, 육체적인 불안감으로 인해 의료기관은 각종 안전사고에 노출될 확률이 높으며 사고발생시 신속성을 요하기 때문에 사고예방에 대한 중요성이 부각되고 있다. 불특정 다수가 왕래하는 일반적인 시설의 경우에 대부분의 이용자들은 보행을 비롯한 행동에 별다른 무리가 없지만, 병원과 같은 의료기관에서는 행동에 장애가 있는 환자들이 대부분이며, 의료진 역시 안전관리의 전문가가 아니라서 안전사고 및 범죄대응에 대한 역량이 상대적으로 부족하다고 할 수 있다. 따라서 의료기관에 대한 안전대책이 강구되어야 할 필요성이 제기되며, 범죄예방과 그에 따른 대응뿐만 아니라 의료기관의 특성상 야기될 수 있는 복합적인 위험의 양상에 따른 안전관리시스템이 구축되어야 한다. 본 연구는 의료기관의 특화된 위험발생 양상에 따른 대응시스템을 제시하고자 델파이(Delphi) 및 AHP 기법을 적용하여 대응전략에 대한 우선순위를 분석하고, 이를 토대로 한국 내 의료기관 안전관리체계 구축방안을 모색하였다. 첫째, 의료기관의 범죄안전 확보를 위한 보안인력과 초동대처 인력을 확충하고, 취약지역마다 상주해야 할 것이다. 둘째, 의료기관 내 도난방지 시스템이 마련되어야 한다. 셋째, 원무행정에 대한 불만으로 구성원에 대한 폭행과 업무방해행위를 방지하기 위하여 의료진을 포함한 의료기관 전 직원을 대상으로 하여 신속한 의료서비스가 지원될 수 있도록 행정체계를 정비하여야 한다. 넷째, 외래지원연락체계를 활용한 예비 인력 동원과 의료기관 내 인력을 보완하기 위한 계약경비 활용이 활성화되어야 한다.
