Modern citizens face the changes such as appearance of knowledge-based society, weakness of national unit cohesion and extension of human life. In the 21st century, the barriers of country and society have been destructed, the role of country has been reduced and the importance of national competition has decreased because of globalized economy, anti-ideology, dispersion of national power and unification of policy and economy system. In the flow of globalization, the concept of infinite competition has been moved from product, company and country to city. City can be largely considered from the aspect of learning, culture and policy and they work complexly. The study researched the successful case of Japan and UK among overseas successfully lifelong learning city. Through the symbol of Korean lifelong learning city, the study found out whether it contains the ideology by context, whether it shows city name or brand or whether it emphasizes tradition and history through classification. In addition, the city found out which context is contained in each area. It can show the power of unity that residents are unified through the education for local community and can be an important factor to characterize the city. Therefore, it is necessary to perform the research continuously.

현대의 도시민들은 지식기반사회의 도래, 국가단위의 응집성약화, 인간의 수명 연장 등과 같은 변화에 직면하고 있다. 21세기에서 접어들면서 경제의 세계화, 탈이념화, 국가권력의 분산화, 정치경제체제의 통합 등으로 국가사회간의 경계가 허물어지고 국가의 역할이 축소되고 있으며 국가경쟁력이 갖는 중요성은 점점 낮아지고 있다. 세계화 시대의 흐름 속에서 무한경쟁 개념은 상품, 기업, 국가에서 이제는 도시로 옮겨가고 있다. 도시는 크게 학습, 문화, 정치도시로 나누어 볼 수 있으며 복합적으로 작용한다. 그 중 학습도시에서 국외의 성공적인 평생학습도시 중 일본과 영국의 성공사례를 살펴보고 우리나라의 평생학습도시의 상징을 통해 담고 있는 내용별 이념을 함축하였는지, 도시 이름이나 브랜드를 나타냈는지, 전통과 역사를 강조하였는지에 따라 분류를 나눠보고 각 지역별 어떤 내용을 많이 담고 있는지 알아보았다. 이것은 지역사회 교육운동으로 주민이 하나 되는 단결력을 보여줄 수 있으며 도시의 특성화하는 중요한 요소로 계속적인 연구가 필요할 것이다.
