The first step of criminal investigation is taken by executive police officers. digital proofs collected by executive police officers at the site of crime determine the success of criminal investigation. However, the following problems were turned out as results of analysis on the actual condition of police digital forensic. First, professionals in digital forensic are short but the analysis of digital proofs is increasing every year. Especially, the imbalance of digital forensic professionals in each area is very serious. Second, the number of targets for digital forensic training is comparatively short than that of executive police officers. Third, the police equipments to analyze digital proofs are worn and digital forensic equipments provided are also not enough. Fourth, the professionalism of executive police officers is also an issue to solve, considering the importance of digital forensic. Finally, it seems that no study on police digital forensic has been done so far. In order to solve these kinds of problems, first of all, we should intensify the structure system of police digital forensic. In case of digital proof analysis team at cyber terror response center, police station, it should extend its size and workforce to upgrade it into the department of digital proof analysis. It shall build comprehensive responding system in investigation, analysis, and support in terms of digital forensic. The department of digital proof analysis in cyber investigation squad at each local police station shall be upgraded into digital proof analysis team at cyber terror response center, present police station so as to build efficient responding system for digital proofs and digital forensic. Second, as digital proofs and digital forensic develop quickly, digital forensic organization with professional skills and abilities expanded is required. To enhance the capacity of digital proof analysis, professional workforce needs to be hired in the fields of advanced technologies such as hacking, mal-ware, cryptograph, etc. Third, for policemen, qualified professionals who have equivalent skills and abilities should be hired. The number of professionals to be hired shall be more than double for them to take training at any time by shifts . Finally, developing professional skills is required through study and education for the methodologies of long-term police digital forensic improvement continuously.

범죄수사의 첫 번째 단추는 일선 경찰에 의해 채워진다. 일선 수사경찰관에 의해 범죄현장에서 수집된 디지털증거는 범죄수사의 성공여부를 결정한다. 하지만 경찰의 디지털 포렌식 실태분석 결과 다음의 문제점이 나타났다. 첫 번째, 디지털 포렌식 전문인력은 부족하며, 디지털증거 분석은 해마다 증가하고 있다. 특히 디지털 포렌식 전문인력의 지역별 불균형은 심각한 것으로 나타났다. 두 번째, 디지털 포렌식 교육대상 인원이 일선 수사경찰관 수에 비해 부족하다. 세 번째, 경찰의 디지털증거 분석장비는 노후되었으며, 보급된 디지털 포렌식 장비도 부족하다. 특히 디지털증거를 보관하는 저장소조차 없는 것으로 나타났다. 네 번째, 디지털 포렌식의 중요성에 비해 일선 수사경찰관의 전문성이 문제가 발생하고 있다. 마지막으로 경찰에서 이뤄지는 디지털 포렌식 연구활동은 없는 것으로 나타났다. 이러한 문제점들을 해결하기 위해서는 우선 경찰의 디지털 포렌식 조직체계를 강화해야 한다. 경찰청의 사이버테러대응센터 디지털증거분석팀의 경우 그 규모와 인력을 확대하여 디지털증거분석과의 수준으로 격상하여 디지털 포렌식에 있어서 수사와 분석 그리고 지원에 있어 종합적인 대응체제를 구축하여야 하고, 각 지방경찰청의 사이버수사대 디지털증거분석실은 현재 경찰청 사이버테러대응센터 디지털증거분석팀의 수준으로 만들어 디지털증거와 디지털 포렌식에 대한 효율적인 대응체제를 구축하여야 한다. 둘째, 디지털증거와 디지털 포렌식은 그 발전 속도가 빠르므로, 전문적인 기술과 능력을 갖춘 전문인력의 확충이 강화된 디지털 포렌식 조직에 필요하다. 디지털증거 분석역량을 강화하기 위해 디지털 포렌식을 비롯한 해킹, 악성코드, 암호 등 첨단기술 분야의 전문인력을 충원해야 한다. 셋째, 디지털 포렌식을 담당하고 있는 경찰인력 역시 그에 맞는 기술과 능력을 갖춘 전문인력을 채용해야 하고, 정해진 기간이 아닌 수시로 교대를 통하여 교육훈련을 이수할 수 있도록 2배 이상 대폭적으로 확충해야 한다. 마지막으로 경찰의 장기적인 디지털 포렌식 개선을 위해서는 지속적인 디지털증거와 관련 기법에 대한 교육과 연구를 통한 전문적 기술의 개발이 필요하다.
