This study intends to examine the power relationships among social forces surrounding the process of establishing POSCO from the perspective of ‘politics of scales’. By means of the politics of scales which help us to grasp how social forces construct scales in discourse dimension and jump scales in action dimension, we can discriminate their influences and relationships among them concretely. Focusing on three issues surrounding POSCO establishment on the international, national and urban scale, this paper searched for their relation modes such as inclusion, exclusion, solidarity and isolation.
This study shows us findings as follows: First of all, various interest groups were involved in the POSCO establishment. But the Korean state actively played as the only all-round player who has jumped among scales and has included and excluded other groups according to its interests. Secondly, though other social forces were caged in each scale, they were not the objects of isolation and exclusion. Therefore state could not propel the establishment of POSCO unilaterally. In this respect, the existing myths about ‘the strong state’ and Taejun Park, the founder of POSCO need to be re-examined.

본 연구는 ‘스케일의 정치’라는 관점에서 포항제철의 설립 과정을 둘러싼 사회세력들 간의 역학관계를 살펴보고자 한다. 스케일의 정치는 각기 다른 활동 공간에서 위치한 사회세력들이 담론 차원에서 어떻게 스케일을 구성하고 또 행위 차원에서 어떻게 스케일을 전환하는가를 파악함으로써 이들 간의 관계와 영향력을 판별할 수 있다. 이 글에서는 국제적 스케일에서 전개되는 제철소 설립 문제, 국가적 스케일에서의 제철소 입지 선정 문제, 그리고 도시(지역)적 스케일에서의 제철소 건설 문제를 중심으로 각 스케일별로 사회세력들의 연대와 결속 및 고립과 배제의 관계를 살펴보았다.
이러한 연구를 통해 다음과 같은 사실을 발견할 수 있었다. 먼저 국내외의 다양한 이해집단들이 종합제철소 건립 과정에 관여했지만, 한국의 국가는 여러 스케일을 넘나들며 이들과의 연대와 배제의 관계를 맺는 전방위적 행위자로 활동했다. 다음으로 다른 사회세력들은 각자가 속한 스케일에 갇히기는 했어도 국가의 통제를 받는 단순한 고립과 배제의 대상이 아니었다. 따라서 국가가 이들을 배제한 채 일방적으로 제철소 건립을 추진할 수는 없었다. 이러한 점에서 강한 국가나 박태준에 대한 기존의 신화나 환상을 재고해볼 필요가 있다.
