Utilities have tried to ensure that radiological hazards to the environment and residents are kept as low as reasonably achievable by monitoring and controlling planned releases. However, since groundwater contamination was reported to occur due to unplanned releases mostly in the United States nuclear power plants, the interest of the stakeholders has increased to a point where it is now one of the most important issues in the United States nuclear power industry. This paper aims to help to implement an effective on-site groundwater monitoring program at domestic nuclear power plants by briefing the experiences of the United States nuclear power plants on groundwater contaminations and ground water monitoring, and responses of the United States nuclear industry and regulator body for them.

원전 운영자는 규제 지침에 따른 계획적 방출 감시 및 관리를 통해 환경 및 주민의 방사선 위해도를 합리적으로 가능한 한 낮게 유지하여 왔다. 그러나 최근 미국을 중심으로 한 일부 해외 원전에서 발생한 지하수 오염의 원인이 비계획적 방출로 드러남에 따라 이에 대한 관심이 커지면서, 비계획적 방출은 현재 미국 원전산업계의 최대 이슈로 대두되었다. 본 논문은 미국 원전의 비계획적 방출에 의한 지하수 오염·감시 사례 및 이에 대한 미국 원전 산업계 및 규제기관의 대응 상황의 소개를 통하여 향후 국내 원전 부지 지하수 감시의 효과적인 운영에 도움을 주는 것을 목표로 하였다.
