The use of mass media in the political process is getting more important these days. The precedent studies on mass media TV's election broadcasting have four major features. Firstly, the studies mainly focused on the characteristics of election reports. The major features of the contents in election reports were discussed and researched. Secondly, The legal and institutional approaches for election report enhance of National Election Broadcasting Debates Commission(NEC) was established to make rapid progress in according to the law amendment dated on March 12, 2004. Thirdly, the research tendencies of election reports mainly focus on the effects and influences of the media use. Fourthly, the studies on the cable TV election broadcasting showed difference properties in between air channel broadcasting and local cable. This study analyzes the election reports on the 4/11/2012 general elections, performed by Gwangju cable TV companies(KCTV & CMB Gwangju). The local cable TV's media reports are said to play a big role in the process of elections. According to the results of the analysis, the media reports of cable TV companies in Gwangju have not made various approaches. The TV debate did not depart from the standard pattern and could not present a variety of formats, either. However, the local cable TV broadcasting made some meaningful approaches to election candidates by presenting regional features that a primary election within a party could be equal to a final vote. Secondly, the election broadcasting reports of local cable TV companies showed many restrictions and no audience rating survey was conducted to evaluate the results. Local cable television networks did not create a synergy effect, even though they have an advantage of rotated broadcast programming unlike that of public television services. The broadcasting reports on general elections were poor in contents. To sum up, there are three major characteristics in the local cable TV's election broadcasting behavior. Firstly, the broadcasting was mainly consisted of candidate debate and candidate speech programs. Secondly, the broadcasting did not make various types of approaches and the candidate debate on TV presented a standardized and structured format of broadcasting. Thirdly, the cable TV broadcasting should create a synergy effect of rotated broadcast programming and need audience rating research to enhance its impact. The cable TV broadcasting on elections could not highlight the advantages of local cable networks. In addition, the amount of election reporting were insufficient and it could not escape from conventional types of reporting just like a horse racing reporting.

현대 정치과정에서 매스미디어의 활용은 중요한 요소가 되고 있다. 지역케이블 TV SO의 선거방송에 대한 선행연구들은 첫 번째, 미디어의 선거보도 특성에 관한 연구들 로 이는 선거방송보도에 나타난 내용적 특성을 살펴보는 연구들이며, 두 번째, 연구경 향은 선거방송에 대한 법적･제도적 측면에서의 접근으로 2004년 3월 12일｢공직선거법 ｣등의 개정에 따라 선거방송토론위원회가 설치되면서 본격적으로 선거방송에 대한 법 적 제도적 논의가 급진전되었다. 세 번째, 미디어선거보도의 연구 경향은 미디어 이용 의 효과와 영향 등에 초점을 맞춘 연구들이며 네 번째, 케이블 TV의 선거방송의 특성에 대한 연구는 공중파 방송과 지역케이블 방송과의 차이점 등을 중심으로 나타났다. 따라서 본 논문에서는 선거과정에서 큰 역할을 담당하고 있는 지역케이블TV의 선거 방송에 관하여 광주지역 케이블방송사의 4.11 총선보도를 중심으로 분석하였다. 4.11 총선관련 광주지역 케이블 TV의 선거방송을 분석한 결과, 첫 번째, 다양한 형태의 접근 이 이루어지지 못하였다. 후보초청토론회는 정형화된 틀로 방송되었고 선거방송으로 다양한 형태의 포맷을 보여주지 못했다. 그러나 광주지역 케이블 방송사의 예비후보자 에 대한 접근은 당내경선이 곧 본선거와 같다는 지역적 특성을 반영한 의미 있는 시도 로 볼 수 있다. 두 번째, 후보자 중계방송식 선거보도가 많았다는 한계를 보였다. 또한 지역케이블 TV의 선거방송이 시청률 조사로까지 이어지지 못한 점도 아쉽다. 공영방송 의 방송편성과는 달리 지역 케이블 TV는 순환편성의 특징을 가지고 있음에도 불구하고 시너지 효과가 발휘되지 못하였으며 총선 관련 선거방송의 량이 빈약하게 나타났다. 광주지역 케이블 TV의 선거방송에 대한 분석을 종합하면 지역케이블 TV의 선거방 송 보도행태는 첫째, 토론 중심의 선거보도와 후보자 중심의 방송연설이 대부분 이었다 는 것이다. 둘째, 다양한 형태의 접근이 이루어지지 못하고 후보초청토론회의 경우는 정형화된 틀로 나타났다. 셋째, 특히 케이블 TV의 위상과 관련하여 순환편성의 시너지 효과와 시청률 조사가 필요하다는 점이다. 지역케이블 TV의 선거 방송 보도는 지역케 이블의 장점을 충분히 부각하지 못하고 선거보도량이 빈약하였고 경마식 보도라는 관 행적인 보도태도가 나타났다고 할 수 있다.
