Through “The Study of incentive system problems for Busan·Gwangyang Port”, We knew that the incentive system of the Port was appeared different result with normal incentive system effects and also the interrelation is not enough between the incentive system and the moving amount of the resources. In accordance with the result of the study of the incentive system of the port, I suggest that 1) We have to divide into ‘the incentive system of the supplier and the incentive system of the consumer (port)’ 2) we have to put in operation for ‘the incentive system of the consumer(port)’ for the each port. - Normal Incentive system ┎ Supplier incentive system: normal incentive system ┖ Consumer(port) incentive system: incentive system of port(airport) In order to meet increase of the moving amount of resources, the port have to use ‘Consumer(port) incentive system’ and also we have to understand very well the interrelation with 3 kind of the incentive operation(supplier, incentive operator, controller of goods supply). For ‘Consumer(port) incentive system’, we have to make new Department of exclusive responsibility for incentive to avoid the chicken game with each port and to take strengthen the competitiveness.

본 연구는 항만의 인센티브제도의 문제점에 대한 분석을 통하여 항만의 인센티브제도의 효과가 일반 인센티브 제도의 효과와 다르게 나타나며, 항만에서의 인센티브 지급이 항만의 인센티브 제도의 궁극적 목적인 물동량 증가와의 상관관계는 부족한 것으로 나타났다. 따라서 항만 인센티브제도는 새로운 방법으로 개선해야 한다. 본 논문에서는 인센티브를 아래와 같이 ‘공급자인센티브제도’와 ‘소비자(항만)인센티브제도’로 나누고 각각 그 인센티브 제도의 구현 방법에 있어서는 유형에 따라 구분하여 시행해야 한다. - 인센티브제도 ┏ 공급자인센티브제도 : 일반 인센티브제도 ┗ 소비자(항만)인센티브제도 : 항만(공항)의 인센티브제도 항만은 ‘소비자(항만)인센티브제도’로서 인센티브 시행 때는 3요소(공급자, 인센티브시행자, 물량조절자)를 제대로 이해하고 그 특성에 맞는 인센티브정책을 펼쳐야만 항만(인센티브시행자)의 의도에 의한 물동량증가 효과를 얻을 수 있다.
