The policy of local government research institute which is one of the regional development policy has played an important role for the regions where were lacking in R&D capabilities. But officially the fund supported by the central government would be finished by June, 2013, therefore local government research institutes are now at the crossroads. The purpose of this study is to analyze the current conditions and the results of the policy of local government research institute, focusing on the countrywide institutes related to food industry which is deeply concerned with regional economy, to point out their problems, and to look for ways to vitalize local government research institutes. In conclusion, this paper sought some ways to vitalize local government research institutes, firstly the way to strengthen their status by turning them into widely representative research institutes, secondly, the way to stand on their own through strengthening of research marketing capabilities and to promote new quality certification business in specialized industry, thirdly the way to reinforce the research competence by development of efficient personnel evaluation system.

지역발전사업의 하나인 지자체연구소사업은 그간 R&D역량이 부족한 지역에서 중요한 기능을 해왔다. 하지만 2013년 6월이면 공식적으로 정부의 지원이 종료되어 현재 지자체연구소는 기로에 서있다. 이러한 점에 착안하여 본 연구는 지자체연구소사업의 현황과 성과를 지역과 연관성이 큰 식품산업 관련 연구소를 중심으로 분석하여 그 문제점을 도출하고 지자체 연구소를 활성화하는 방법을 찾고자 한다. 결론적으로 지자체연구소를 활성화하기 위해서는 첫째, 지자체연구소를 광역 대표 연구기관화 하는 것과 한 지역을 넘어 지역 간 연계협력 연구기관화를 통해 현재의 지자체연구소의 위상을 강화하는 방안, 둘째, 연구마케팅 강화, 특화품목에 대한 새로운 인증사업 추진, 신규 연구프로젝트의 발굴을 통한 자립화 방안, 셋째, 효율적인 인사평가시스템 구축을 통한 연구역량의 강화 방안을 도출하였다.
