The purpose of this study is to suggest the directions of cosmopolitanism through the critics of arguments about cosmopolitanism. It has been increasing to investigate the cosmopolitan approach to revise the problems of globalization by critically reviewing the both of unequality and lack of democracy in the international relations. The conceptions of cosmopolitanism, however, are various approach of views which have complex and multiple perspectives in the economics, political, cultural, moral aspect. It depends on the conception of cosmopolitanism which suggest differently their own culture, the loyalty of civic duty as a their fellows and country, supernational institution and global government. This study investigates not only the limit of globalization but also critically reviews the arguments about the conceptions of cosmopolitanism, and then suggests the direction of cosmopolitanism. First, the conception of cosmopolitanism should be harmonized with the loyalty of local country and the patriotism of their country. Second, It have to considered at least the duty of global justice to deal with the problem of poverty in the underdeveloped country. Third, it must be included the prospect of cosmopolitan republicanism based on super national institution and agency to protect the human right as well as to expand the practice of democracy in the world.

본 연구의 목적은 세계화의 한계를 극복하기 위해 세계시민주의에 관한 논쟁을 분석하고 세계시민주의의 방향을 제안하는 것이다. 경제적 세계화가 초래한 국제관계의 불평등과 민주주의의 결핍을 비판적으로 분석하며 세계시민주의에서 그 대안을 모색하려는 시도가 증가하고 있다. 하지만 세계시민주의는 하나의 관점이기보다 경제, 정치, 문화, 도덕적 측면에서 상이하게 전개되는 다면적 이념이며, 견유학파이래로 무수한 세계시민주의의 관점의 충돌과 대립을 포괄하는 복합적 이념이다. 어떤 세계시민주의냐는 자국의 문화와 시민으로서의 충성, 지구적 정의 실현을 위한 세계시민의 위상과 의무, 초국가적 제도 및 정부에 대한 다른 지침을 제안하고 있다. 이에 본 연구는 세계화의 한계와 세계시민주의를 둘러싼 이념사와 논쟁을 검토하고 세계시민주의의 방향을 모색하였다. 첫째, 지역 문화의 존중 및 애국주의를 배제하지 않는 뿌리내린 세계시민주의가 되어야 한다. 둘째, 지구적 빈곤문제 해결과 정의실현의 최소한의 원조 의무를 수용해야한다. 셋째, 개인의 인권을 보호하고 국내외 민주주의를 회복하기 위해서는 비지배의 원리에 기초하여 초국가 기구와 제도를 개혁하려는 세계시민주의적 공화주의 전망을 가져야 한다.
