Russia and Ukraine played a pivotal role in the Soviet era. However, the two countries confronted with various conflicts in sharing the assets of the Soviet Union. Energy issue is the key conflict between the two countries. In the 1990s, Ukraine received energy resources like gas and oil by transferring nuclear weapons and ownership share of Black Sea fleet to Russia. The allocation of the Soviet asset played as an important factor in the gas dispute. In 2000s, the gas dispute between Russia and Ukraine has been deepen. Russia demanded Ukraine to join Customs Union and to transfer 50% of the Naftogaz’s stake. The gas dispute ended up into break up since the Pro-European President, Yushenko came to the office following the Orange Revolution in the end of 2004. Russia stopped gas supply to Ukraine in the winters of 2006 and 2009. The two confrontation resulted in the energy crises of European Union too. The study shows that the causes of gas dispute include both economic and geopolitical elements.

러시아와 우크라이나는 접경한 벨라루스와 더불어 역사․문화적으로 슬라브 문명권을 형 성해왔다. 그러나 소연방 해체이후 우크라이나 는 친유럽화 노선을 추구하면서 탈러시아적 국 가진로를 모색하였다. 이에 대하여 러시아는 소 연방의 유산을 배분하는 과정에서 우크라이나 로부터 핵무기와 흑해함대 소유권을 회수하고 우크라이나에 거주하는 러시아인들의 권익을 보호하기 위해 우크라이나에 대한 적극적인 개 입과 압박을 가했다. 러시아와 우크라이나 사이 에 발생하는 가스분쟁은 양국 갈등의 본질을 총 합해 놓은 쟁점에 해당한다. 이 연구는 러시아와 우크라이나가 지난 20여 년간 다퉈 온 가스분쟁을 중심으로 양국 간의 갈등양상을 규명하고 이 문제가 양국관계 및 양 국의 대 유럽관계에 미친 영향을 분석하고 전망 한다. 이를 위하여 이 연구는 양국 간의 가스 분쟁이 심각했던 2006년과 2009년의 갈등사 례를 심층분석하여 그 기저에서 작동하는 러 시아와 우크라이나의 상충하는 국가전략을 추출해 낸다.
