The study was intended to analyze changes of teacher evaluation institution, and to suggest policy directions. To achieve this aim, historical institutionalism(new institutionalism) theory was hired to show the limit factors embedded in teacher evaluation institution using the concepts of institutional contexts and path dependency. Research findings are as follows. First, a particular path-dependency in seniority deeply rooted in teacher evaluation institution has been reinforced. Second, institutional context related to path dependency was analyzed in terms of conservatism-oriented school culture, seniority-based promotion. Third, the limit factors embedded in teacher evaluation institution were investigated by the cause of path dependency. The causes are resistance from teachers, superiority of change cost over maintainment cost, uncertainty and constraint of cognition, institutional stickiness, interdependency ofinstitutions. The result of analysis was expected to provide policy implications about how to deal with such limit factors related with teacher evaluation.

본 연구는 교원능력개발평가제 변화의 제한요인을 밝히는데 있어서 역사적 신제도주의에서 강조하는 제도적 맥락과 경로의존성이라는 개념을 사용하였다. 이를 위하여 우선, 교원능력개발평가제의 변천과정을 고찰하여 분석하였고 교원능력개발평가제에서 연공중시라는 경로의존성을 밝혔다. 둘째, 경로의존성에 영향을 주는 제도적 맥락으로서 보수적 성격이 강한 교직문화, 연공서열 중심의 교원승진제도를 분석하였다. 셋째, 경로의존성의 원인을 사용하여 교원능력개발평가제의 제한요인을 분석하였다. 이와 같은 경로의존성의 원인에 따라 본 연구는 교원능력개발평가제의 제한요인을 수혜집단의 저항, 변화비용과 유지비용의 비교, 복잡한 현실과 인식의 제약, 제도의 고착성, 제도의 상호의존성으로 파악하였다. 그리고 이와 같은 교원능력개발평가제의 제한요인을 통해 교원능력개발평가제의 성공을 위한 정책적 시사점을 제시하였다.
