The gists of the so-called instructor system revised by the Ministry of Education Science and Technology(hereinafter MEST) hold two main perspectives: changing the name from 'part-time instructor' to 'instructor' and granting them academic status. Ahead of enforcing the system, the part-time faculty for the Higher Education(Korean Irregular Professors’ Union; hereinafter KIPU) as well as the university authorities have strongly insisted that the implementation date of the system should be postponed. As a result, the implementation date has been suspended. We analysed the on-going political issues and factors of the instructor system. As a result, three kinds of 'noncompliance' naturally lead us to suggest followings while implementing process of the system: first, mutual communication needs to enhanced between the main groups, namely, the university authorities and KIPU. Second, Government's revised policy must prevent to give harm or disadventages to the related groups. Most importantly MEST must ensure financial resources for implementation of the policy.

고등교육법 개정에 따른 강사제도는 제도의 주체간의 제도 불순응으로 그 시행을 한달 앞두고 결국 1년 유예되었다. 이번 강사제도 추진 과정에 나타난 정치적 쟁점과 정치적 요인을 분석한 결과는 다음과 같다. 강사제도의 정치적 쟁점은 첫째, 강사의 신분 및 처우, 둘째, 강사의 계약기간, 셋째, 강사의 채용 및 재임용 절차, 넷째, 소요재정 부담으로 분석되었다. 강사제도 추진 과정에서 나타나는 중요한 정치적 요인을 분석해본 결과, 첫째, 제도의 주체는 정부, 대학, 강사단체로 규정할 수 있었으며, 정부가 제시한 제도의 목표 및 의도는 주체들 간에 합의하지 못하고 있었다. 둘째, 강사제도 추진에 필요한 자원이 부족한 상황에서 추가자원을 확보하지 못한 문제, 정책시행에 소요되는 재정이 일방적으로 대학에게 부과하면서 강사제도의 도입여부의 결정권이 대학에 전가된 문제, 세 주체간의 의사소통 및 상호작용 과정에서 대학과 강사간의 제도 불순응에 대한 합의, 기존 대학교원체계 및 학문후속세대의 기능이라는 기존 가치관과의 충돌이었다. 이 연구결과는 정부가 제도를 시행할 때 관련된 주요 요인과 시행실패의 원인 분석 을 선행하도록 하여 제도가 성공적 시행이 되는데 시사점을 준다.
