Criminal Justice Agency challenges to ensure the fairness of the procedure for building fair society. Criminal Justice System justifiable legal system citizens in order to judge the empirical problems, as well as a more rational and equitable law enforcement should be established. In this study, positive recognition of legitimacy rather than an assessment of work performance leads to compliance to the law, cooperation and participation in police activities and the willingness to grant authority to the police. Also, the purpose of the study was to verify the research hypothesis that North Korea defectors’ recognition with effectiveness and fairness of policing on police support. The results are as the followings: First, it was affecting income and age of the demographic characteristics of North Korean Defectors in support of the police. However, police support according to gender, the results did not show statistically significant. Second, the recognition of North Korean Defectors on police fairness and effectiveness affecting the police support. Finally, police effectiveness was shown to not conform to the instructions of the police, the factors that affect the fairness of the police. On the other hand, the explanation and persuasion affect the police support.

형사사법기관은 공정한 사회 구축을 위해 절차적 공정성을 보장하고 효과적인 법집행 업무를 수행해야 한다. 더구나 형사사법시스템의 최일선에 해당하는 경찰활동의 효과적이고 공정한 법적 시스템은 반드시 필요하다. 아울러 지역사회 시민들이 겪고 있는 경험적 문제를 판단하여 더 합리적이고 공평한 법집행을 수립해야 한다. 본 연구에서는 경찰활동의 효과성과 정당성에 대한 북한이탈주민의 인식이 경찰지지에 미치는 영향을 검증하는 것이다. 북한이탈주민의 경찰지지에 대해 알아보고, 경찰활동의 효과성과 공정성을 확인한 후에 전반적인 경찰활동에 반영하고자 한다. 이는 경찰활동에 있어서 북한이탈주민의 협력과 참여를 유도하고, 모든 사회구성원에 대한 신뢰도 향상을 위한 선행 작업이라 할 수 있겠다. 또한, 본 연구의 목적은 선행연구와 연구모형에서 도출된 연구가설을 검증하는 것이다. 경찰활동의 효과성과 공정성에 대한 북한이탈주민의 인식이 경찰지지에 미치는 영향의 결과는 다음과 같다. 첫째, 북한이탈주민의 인구통계학적 특성 중에서 소득과 연령에 따른 효과성과 공정성은 경찰지지에 유의미한 영향을 미치는 것으로 나타났으나, 성별에 따른 경찰지지는 통계적으로 유의미한 결과가 나타나지 않았다. 둘째, 경찰활동의 공정성에 대한 북한이탈주민의 인식은 경찰지지에 유의미한 영향을 미치는 것으로 나타났다. 마지막으로 경찰활동의 효과성에 대한 북한이탈주민의 인식은 경찰지지에 부분적으로 유의미한 영향을 미치지 않는 것으로 나타났다. 그러나 효과성 중에서 설명과 설득과 관련된 요인들은 경찰지지에 유의미한 영향을 미치는 것으로 나타났다.
